<br />CASE # I <br /> <br />CONSIDER PARK DEDICATION FOR REGENCY POND 4TH ADDITION <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />TSM Development, Inc. has submitted a preliminary plat application to develop the northeast <br />corner of Bunker Lake Boulevard and Ramsey Boulevard. The plat is Regency Pond 4th <br />Addtion. They propose constructing 3 self storage buildings and 3 retail buildings on the site. <br />A plat was approved in 2004 for a portion of the property; however, it was not filed with the <br />County. <br /> <br />The development is in the Marble Recreation District. <br /> <br />Observation: <br /> <br />There are 3 existing lots that will be redeveloped into 4 commercial lots . The applicant <br />requested that the area be rezoned to match the proposed site plan. The commercial lots will <br />gain access from Bunker Lake Boulevard or Ramsey Boulevard, there will not be a connection <br />to the Regency Pond residential development to the east. The site is 6.2 acres. The land <br />contribution to meet park dedication requirements would result in a very small park and is not <br />practical. <br /> <br />The site is adjacent to two county highways and in keeping with our current policy trails will <br />be required along Bunker Lake Boulevard and Ramsey Boulevard. The first preference for <br />trail location is within the plat boundaries. The second preference would be on the property <br />line with half of the trail inside the plat. The trail must be listed as a Stage 1 improvement in <br />the development contract and must be installed prior to release of any Stage 1 escrow money. <br /> <br />The planning commission case is attached for additional reference. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends park dedication for Regency Pond 4th Addition in cash and trail fees be paid <br />in cash. The amounts are based on the commercial classification and are: park dedication <br />$29,375 (6.2 acre @ $4,738), trail fees $6,758 (6.2 acre @ $1090.00). <br /> <br />Commission Action: <br /> <br />Motion to recommend park dedication in cash.
