Althoughtbis seeuo is <br />relatively short it will require installing curb and gutter on Alpine Drive and may' olve <br />property acquisition as well. <br /> <br />City Engineer J ankowsld stated he hadadiftieult time with the recomme <br />requests. He explained on one. hand, to put a crosswalk in from a mo standpoint is <br />relatively inexpensive, at only about $1,000. However, on the other hand, ey want to avoid the <br />proliferation of crosswalks and use them sparingly. His initial incr ation was to deny the <br />, <br />requests and wait for a more permanent solution, but he realizes it ay be difficult to get this <br />piece of trail in soon. As an alternate recommendation the C eil may wish to install this <br />crosswalk and specify it be there only until such time as there' a more permanent crossing that <br />can be obtained on CR 5, and a piece of trail extended. <br /> <br /> <br />Mayor Gameccommented there could be a cross' guard at CR 5 and Alpine Drive. He <br />expressed concern With kids cutting though the C' Hall property between parked cars, wi.th the <br />police cars coming out of there fast. <br /> <br /> <br /> <br />Councilmember Cook suggested the cro walk could be laid out with reflective tape. He stated <br />he agrees with the mayor, and he ould agree with a temporary crosswalk. However, a <br />crosswalk does not work as well' the middle of a walk as at an intersection, and they should <br />move aggressively on the trail summer. <br /> <br />Councilmember Stromm indicated they should do something temporarily, but should move <br />forward as quickly as ey can on completing that trail section. <br /> <br />Motion by Co cilmember Cook, seconded by Councilmember Strommen, to approve the <br />crosswalk as temporary installation at such time as the trail system is completed' on the north <br />side on e Drive west to CSAH 5. <br /> <br />Mo' n carried. Case #4: <br /> <br />Request for Preliminary Plat Review of Regency Pond 4th Addition; C;ase of <br />TSM Development, Ine. <br /> <br />Associate Planner Geisler indicated TSM Development has submitted a request foi' preliminary . <br />plat review of Regency Pond 4th Addition. Based on the direction received at the October 19th <br />work session, staff worked with the applicant on an appropriate cul-de-sac for the terminus of <br />14Stb Avenue NW, which is shown on the revised preliminary plat. At the August 5, 2004 <br />meeting the Planning Commission recommended approval. of the request for preliminary plat <br />approval, with several conditions. The revised preliminary plat meets these conditions, along <br />with those raised at the October 12,2004 Council meeting.
