<br />CASE # ~ <br /> <br />CONSIDER OUTFIELD FENCINING FOR BALLFIELDS #2 & #3 AT ALPINE PARK <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />Beginning in the spring of 2007, the youth athletic association's baseball program has been <br />discussing the benefit of outfield fencing for two of the four baseball fields at Alpine Park. This <br />has now progressed to a formal proposal to the City. The expense for this project would be <br />$20,000 or less. <br /> <br />Observations: <br /> <br />While the outfield fencing is not projected the within the Parks Capital Improvement Program, <br />the project can be accomplished by pooling a few different funding sources. These would be <br />approximately $10,000 from the Anoka Ramsey Athletic Association (ARAA), $5,000 in <br />Minnesota Twins grant monies (already secured by ARAA), with the balance of up to $5,000 <br />coming from the city. <br /> <br />The City's funding source would be the Lawful Gambling Fund. As some of the more tenured <br />Commissioners will recall - the City has had a program in place for about 15 years wherein up to <br />$5,000 dollars of Lawful Gambling funds are available to match park improvements (labor or <br />monetary); for "project[s} [that} clearly benefit youth of Ramsey by recreational improvements <br />or related property improvements within City limits, or in the case of outdoor environmental <br />education, the project must provide lasting benefits for Ramsey's residents." <br /> <br />The project detail per field would be as follows; <br /> <br />· 275' homerun fences @ 440 Lineal feet x $1O.10/lineal foot = $4,444 <br />· Concrete maintenance strip of 440 feet @ 4" deep x 18" wide = 10 yards concrete = <br />$1,100 - $1,400 <br />. Labor for Concrete = $2,500 <br /> <br />The above equates to $8,344 per field (or up to $10,000 for tax, or other contingencies like <br />seeding, irrigation repair, sod replacement). <br /> <br />The association is therefore requesting a Commission recommendation for the use of Lawful <br />Gambling Funds at a not-to-exceed amount of$5,000 to be matched by up $15,000 - to provide <br />homerun fences for ballfields #2 and #3 at Alpine Park.
