RB CASE <br /> <br /> STREET PAVING PROGRAM <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The 1997 budget includes $20,000 designated for the paving of dirt streets. Also attached is a <br />segment of our street pavement inventory which lists the remaining segments of streets which are <br />unpaved. (The segment of inventory which is labeled NE distinguishes non-existent street, which <br />are streets that are platted but have not been graded or traveled as roadways.) Currently, the City <br />has a total of 6.35 miles of dirt streets. A map will be available identifying the locations of these <br />streets. There are a number of dirt streets that serve only one or two residences. It is unlikely that <br />such streets will be found economically feasible to pave. Perhaps consideration should be given to <br />proceeding with the vacation of these streets. <br /> <br />When the issue of establishing a program for paving dirt streets was last considered in 1994, the <br />Council directed that a survey of residents on the dirt s~eets be conducted to ascertain some <br />feedback on how a paving project would be received. In January, 1994, letters were sent to all <br />residents within eleven individual potential paving projects which provided an estimate of their <br />assessed cost and annual assessment payment. The letter asked them to then rate their level of <br />interest in seeing a paving project initiated from a range of 1 to 10. A copy of one such letter is <br />attached to this case. Responses were received from 75% of the residents surveyed. A summary <br />of responses is also attached which shows that although some projects were close to receiving the <br />majority support for paving, none of the projects appeared to have significant support to be <br />successful. <br /> <br />Recommendation: <br /> <br />Staff is looking for input on how the Committee would like to proceed with this program. The <br />1994 survey program did not generate an undue amount of citizen concern and was generally well <br />received, even though no successful projects resulted from it. I would recommend a repeat of this <br />type of survey. The Committee might wish to direct how the budgeted $20,000 would be utilized <br />to subsidize the paving projects.
