RB CASE

CONSIDER REQUEST FOR SPEED STUDY ON COUNTY ROADS
By: Steve Jankowski, City Engineer

Background:

Attached is a letter from a former Ramsey resident to State Highway Commissioner James Denn,
asking that reduced speed limits be considered on a number of county roads within the City of
Ramsey, specifically County Road #56 and County Road #57 and County Road #83. The
Commissioner returned the requests to Anoka County, since this would be the County's
responsibility to request such a study from the state. The County in turn, has a policy which
requires the municipality to support the request for such a study.

From the information contained in the letter from Mr. Gary Workman of MnDOT, there has been a
period of 12 to 22 years since speed studies have been done on these three roads. While traffic
volumes may have changed considerably over this length of time, it should be emphasized that a
major factor in determining the appropriate speed limit is to identify the speed at which the majority
of the public is traveling. It may be questionable as to whether the actual travel speeds have
changed significantly on these roads.

Recommendation:

Upon conferring with the Acting Police Chief, it is staff's recommendation that the Road and
Bridge Committee recommend Council pass a resolution supporting a speed study on these three
County Roads.

Committee Action:

Reviewed by:

Acting Police Chief
Public Works Supervisor
City Administrator

RB: 03/11/97
