Recommendation:

At this point I would propose the City do the following:

1)

Request that MnDOT reconsider the position of requiring access control from Northland
Bank, Landmark Bank, the six single-family residential properties in Flintwood, and the Ken
Laws property. Existing development, or approved site plans without access to T.H. #47,
make additional accesses unlikely over these properties.

2) Contact Amoco, Lord of Life, and Art Raudio to find out possible conditions for access
control dedication.

3)

Formally request Anoka County to approve proposed layout plan and budget moneys for its
share of the project in 1998 (estimated to be $188,730 in construction costs plus engineering
and right-of-way costs).

4) Obtain a proposal from SRF to provide engineering services to prepare biddable plans for the
project.

Committee Action:

Consider motion to authorize the above Staff recommendation.

Reviewed by:

City Administrator
City Attorney
Finance Officer
Administrative Services Manager

RB: 04/08/97

jmk
