Recommendation: While any changes to a contract should be authorized by a <br />formal Change Order, because of the small nature of some changes, such as this <br />one, I would request they be authorized for payment with a "field change" <br />designation on the pay estimate. <br /> <br />Committee Action: Motion to recommend Council adopt staffs recommendation. <br /> <br />Well No. 1 ;. When the engineering services for the construction of Well No. 3 was awarded last <br />February, it was apparent that the capacity of the new well would not be available in time to meet <br />the peak summer demand of 1996. It was also determined that Well No. 1 was capable of <br />supplying more water than the 550 gpm the well pump was then delivering. Back when the well <br />was developed in 1984, the demand of the utility simply did not warrant a pump as large as the <br />well could produce. A project was authorized in March 1996, to change out the existing pump <br />with a larger variable speed pump. This project was bid and awarded to E.H. Renner. This <br />project has now been completed and Well No. 1 has been increased to a capacity of 900 gpm. <br />We would like to issue final payment to the contractor. During the course of this project, <br />electrical harmonics from the new variable speed drive caused false alarms in the well house <br />controls. A considerable amount of effort was involved in solving this interference problem as is <br />evidenced by the memo attached to BRA electrical engineer, Howard Sanford, in his January 31, <br />1997 letter. The majority of the work conducted in rectifying this problem was not compensable <br />under the terms of the contract. However, I did ask Mr. Sanford to review all the claims and <br />make a recommendation as to which were additional work which should be compensated. In his <br />January 31 letter, Mr. Sanford recommended awarding the contractor $1,570 for the extra work. <br />Attached is a change order which has been signed by the contractor for $1,679.90. <br /> <br />Recommendation: Staff recommends a motion authorizing Change Order No. 1 <br />in the amount of $1,679.90 to final out this project. <br /> <br />Committee Action: <br />Order No. 1. <br /> <br />Motion to recommend Council authorization of Change <br /> <br />SCADA System Specifications for the SCADA system are still being prepared. We anticipate <br />that the computer-based component of the system will utilize the City's existing network. I am <br />anticipating specifications will be completed by the end of April Bidding and installation will <br />see the system operational by the end of 1997. <br /> <br />Committee Action: Informational only, no action is required. <br /> <br />Well No, 4 As you may recall, Well No. 4 is necessary to provide firm well capacity for our <br />maximum demand day. In preparing the contract documents, a price for drilling Well No. 4 was <br />locked in as a separate bid schedule. The City has not authorized this portion of the work and is <br />under no obligation to do so. However, from my conversations with well drillers and the <br />engineer, it is unlikely that we will get a lower price by re-bidding this work. It appears that we <br />will be recommending Alberg Water Services for the construction of Well No. 4. However, <br />before Well No. 4 can be pursued, an analysis and recommendation from the hydrogeologist is <br /> <br /> <br />
