Mr. Enstrom stated he has talked to many people, even this afternoon. He talked with the Anoka
Sheriffs Department and was given the go ahead today. He talked to Sherburne County and the
Sheriff said whatever Ramsey's Chief needs, they will donate their men to this cause. They will
even bring up prisoners to clean up after the event. He also has the Guardian Angels coming out
and 200 Patriot Guards. There will be four EMT's and a paramedic tent. The biggest problem
will probably be congestion and traffic.

Council member Look clarified that he was speaking to waiving the special events and fireworks
permit fees, but he wants to discuss Ramsey stepping up to the plate with regard to the police
expenses. This is something special Ramsey has going on, and with the sensitive nature of this
event and the respect that should be shown, this should be discussed.

Mayor Gamec commented they are looking at almost $5,000 for coverage with officers. He
questioned why the City would donate to this and not Lord of Life Church.

Councilmember Olson pointed out this event is non-revenue producing.

Councilmember Elvig stated that is the key. This is a single homeowner supplying all the
dollars, as opposed to an organization with all the money that is charged at the door. Mr.
Enstrom is not generating dollars; he is sponsoring the entire thing. This is a one shot deal and
he is rather supportive of the notion of waiving these fees.

Council member Dehen commented it sounds like Mr. Enstrom needs some traffic control, as
opposed to security. He inquired about having a couple of reserve officers at the event.

Police Chief Way replied he cannot have reserves on the road, especially at night when there are
fireworks, and the reserves are stretched to the limit due to other events. What he is hearing is to
make this work as it comes out of his budget. He will contact the other agencies and see what
support they can get.

Councilmember Dehen pointed out if Police Chief Way feels four officers are needed and they
can receive support from the other police forces, Ramsey will need to supply that much less.

Councilmember Jeffrey indicated he can be in favor of this, but would like Police Chief Way to
have the ability to coordinate and feel good about the security that will be out there, whether that
is traffic control or people patrolling the grounds. He asked if this can be worked out by Sunday.

Police Chief Way replied he will have it taken care of. The Police Department will be there in
presence, and he will see to it that it is to his satisfaction and make it work.

Mr. Enstrom stated his security team is the Minnesota Search and Rescue Squad and is known all
over the state. They will have radios set up and can hook in and tie into the local police so any
problems can be instantly communicated.

Councilmembers Jeffrey and Strommen clarified that Police Chief Way's coordination and
comfort with the police presence is key for their support.

City Council!
