<br />Motion by Councilmember Look, seconded for discussion by Councilmember Elvig, to approve <br />the special events permit for Veteran's Lake Inc. - John Enstrom, for dedication of a monument <br />to Minnesota's Fallen Heroes and to waive the special events permit fee and the fees to cover the <br />public safety costs, with the funds to come from the Council Contingency Fund if necessary. <br /> <br />Further discussion: Councilmember Elvig requested Police Chief Way to provide the Council <br />with information on the police costs in relation to his budget. He commended Mr. Enstrom for <br />putting this event together. He stressed that the security control has to be coordinated with Chief <br />Way. Mr. Enstrom stated he has notified his adjoining neighbors and everyone has been awed. <br />Several of the neighbors have asked if he needs to use their property. He does not think anyone <br />should be complaining. The army tanks will be at least ~ mile from anyone's house. Interim <br />City Administrator Nelson stated she would feel comfortable if Council would be willing to <br />dedicate some money out of the Council Contingency with this request in an amount not to <br />exceed $5,000. In addition to police costs there will be fire costs because fire staff needs to be <br />there to oversee the fireworks. She would ask that this be taken into consideration with the 2008 <br />budget discussions. <br /> <br />Interim City Administrator Nelson requested the following friendly amendment to the motion on <br />the floor: <br />To approve the special events permit for Veteran's Lake Inc. - John Enstrom, for <br />dedication of a monument to Minnesota's Fallen Heroes and to waive the special events <br />permit fee and the fees to cover the public safety costs, with an amount not to exceed <br />$5,000 from the Council Contingency Fund. <br /> <br />Police Chief Way indicated staff needs to know where everything will be located and paperwork <br />including maps has not been received yet. He requested the following friendly amendment to the <br />motion: <br />To approve the special events permit for Veteran's Lake Inc. - John Enstrom, for <br />dedication of a monument to Minnesota's Fallen Heroes and to waive the special events <br />permit fee and the fees to cover the public safety costs, with an amount not to exceed <br />$5,000 from the Council Contingency Fund, contingent on approval of the site plan. <br /> <br />Councilmembers Look and Elvig accepted the friendly amendments to the motion. <br /> <br />Further discussion: City Attorney Goodrich verified with Mr. Enstrom that he has provided the <br />City with the insurance policy information that is required in relation to public liability, and that <br />insurance is not necessary for workers compensation as Mr. Enstrom does not have any <br />employees. Councilmember Dehen explained typically the general liability policy will exclude <br />business endeavors, and this would seem to be over and above what is normally covered. He <br />asked if there is a separate policy for this event. Mr. Enstrom replied it is a separate policy for <br />Ramsey Organic. He has talked to his insurance company and asked about this specifically. <br />They said as long as there is no liquor this event will be covered. Councilmember Strommen <br />verified with Police Chief Way that the insurance is covered in the motion. She commented if <br />this type of event were to be ongoing it would have a budget impact, and she wants to be clear on <br />that distinction.
