<br />CASE # 3 <br /> <br />Public Hearing <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A <br />TELECOMMUNICATIONS TOWER IN ALPINE PARK: CASE OF T -MOBILE USA <br />By: Breanne Dames, Associate Planner <br /> <br />Background: <br /> <br />On April 4th, 2007 T-Mobile submitted a request to construct a telecommunications tower on the <br />Alpine Parkproperty located at 6600 Alpine Drive NW. T-Mobile has identified the area directly <br />north of the landfill site as a neighborhood with a significant gap in coverage. <br /> <br />City Staff and the Park and Recreation Commission have been in the planning stages for the west <br />side of Alpine Park. The proposed improvements for Alpine Park include the construction of a <br />skate park, warming house/multi use building, ice rinks, and parking. Staff has been working <br />closely with T-Mobile to ensure any tower construction would complement the planned park <br />improvements. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site plans, revised <br />c) Conceptual plans for park improvements <br />d) . Restrictive covenant amendments <br />e) Park and Recr.eation Commission minutes, May 10, 2007 <br />f) Planning Commission minutes, June 7, 2007 <br />g) Letters from residents (3) <br />h) Findings offact <br />i) Conditional use permit <br />j) Lease agreement <br /> <br />Notification: <br /> <br />State statute requires notification of the public hearing to property owners within 350 feet of the <br />subject property. A public hearing was conducted at the Planning Commission on June 7, 2007. <br />However, based on significant discussion between City Staff and T -Mobile, the proposed <br />location has changed since the original public hearing. Therefore, a public hearing is being <br />conducted tonight as well. Property owners within 350 feet of Alpine Park were notified. <br /> <br />Observations: <br /> <br />T-Mobile has submitted a conditional use permit application to lease a 40 foot by 40 foot piece <br />of property. in Alpine Park and construct a telecommunications tower within this property. Also, <br />the applicant is. requesting a twelve foot access easement immediately west of the existing trail <br />from Alpine Drive to the proposed site. The tower location is proposed to be in the far southwest <br /> <br />-203- <br />
