<br />corner of the park, approximately 35 feet from the southern property line and 100 feet from the <br />western property line. Telecommunications towers are permitted with a conditional use permit <br />within residential parks greater than 10 acres in size (Alpine Park is 58 acres) and with the <br />recommendation of the Parks and Recreation Commission. The Parks Commission heard the <br />request on May 10,2007. <br /> <br />City Code requires co-location of telecommunication antennas, unless the City Council finds that <br />the equipment cannot be accommodated on an existing tower within a one mile search radius. <br />The only tower within one mile of Alpine Park is the City Water Tower #2 located at 7000 <br />Sunwood Drive. The applicant has stated that due to the landfill mound, the tower will not <br />provide adequate height to service the area needed. However, the proposed tower will <br />accommodate up to three additional users and will provide space for the City to locate equipment <br />for WiFi or other public safety purposes. <br /> <br />City. Code requires towers to blend into the existing environment through design. The proposed <br />tower is a black monopole. Monopoles are designed to collapse inward onto itself, in the event of <br />a catastrophic storm event. T -Mobile has never experienced a monopole collapse. There would <br />be no building, but the compound area would include ground equipment platforms. The 40' by <br />40' compound would be entirely enclosed with an 8-foot lap board, opaque fencing and would be <br />properly landscaped. Staff is also requiring the submission of a landscape and screening plan, in <br />accordance with City Code, and subject to review by the Environmental Coordinator. Revised <br />plans indicating these requirements for fencing and landscaping have been requested. <br /> <br />. . <br />The setback and height requirements for towers within the Public-Quasi Public District defer to <br />the requirements in the B-1 Business District. Front, side, and rear yard setbacks are 35, 10, and <br />30 feet, respectively. The proposed location will meet all applicable setbacks. The height <br />. restriction on towers is 165 feet, and the proposed tower meets this restriction. <br /> <br />The site plan. is proposing access to the compound from Alpine Drive via a 12-foot-wide Class 5 <br />road surface. In conjunction with the proposed road, the applicant is requesting a 20- foot access . <br />and utility easement. Staff has been working with the applicant to determine the ~xact location of <br />the proposed Class. 5 road and easement so that the construction contributes to the required <br />parking and access improvements associated with the skate park and ice skating facilities. This <br />includes site grading, curb cuts on Alpine Drive, Class 5 installation, electric power installation, <br />and certain landscaping improvements. . <br /> <br />When Alpine Park was platted and the park land was given to the City of Ramsey, restrictive <br />covenants were written into the development agreement between Waste Management of <br />Minnesota and the City of Ramsey that read as follows: ".. . regardless of the provisions of the <br />City's zoning code, as from time to time amended, the Property shall not be used for any purpose <br />other than park or open space..." The Declaration of Restrictive Covenants would need to be <br />amended to allow teleco.mmunications towers in addition to parks and open space. A proposed <br />draft of the amended covenants, signed by Waste Management's director of operations, is <br />included in your packet. <br /> <br />The following items will be addressed within the lease agreement: <br />. The lease amount is proposed to be $1,500.00 monthly, and will be <br />adjusted annually according to the Cost-of-Living Adjustment (COLA). <br />. The term of the lease will be 5 years, with 3, 5-year options. <br /> <br />-204- <br />
