<br />Case #1: <br /> <br />Review Request for Telecommunications Tower in Alpiue Park <br /> <br />ParkslUtilities Supervisor Riverblood explained the T-Mobile has submitted an <br />application for a conditional use permit to place a telecommunications tower in Alpine <br />Park. Their analysis indicates service would be improved in Ramsey by placing a tower <br />north of the closed landfill. While it is recognized that there is aesthetic concerns with <br />towers, it is also acknowledged that there is public value in cellular service. In order to <br />control the placement and conditions of cell towers, providers are encouraged to place <br />towers on public lands whenever possible. The city does receive monthly lease payments <br />for towers and appurtenances and requires that the towers themselves be designed, and <br />available for co~use by other providers (to reduce the potential number of towers in the <br />city). This rate is approximately $2,000 per month with an agreed to inflationary index. <br /> <br />Civil Engineer II Linton stated the Park Commission vl/'ould needs to approve this prior to <br />. it going to C01.TI1cil. <br /> <br />Commissioner Erickson asked what type ofpol"e is located behind City Hall. <br /> <br />Civil Engineer II Linton stated it was a County Tower and could be a co-location, but is <br />too far out for service. <br /> <br />Commissioner Olds asked what type of service it would be. <br /> <br />Civil Engineer II Linton stated it would be a monopole. <br /> <br />ParklUtilities Supervisor Riverblood reminded the Commission that these poles are very <br />unpopular with neighbors and not esthetically nice looking. He also stated that the <br />applicant "\vould be responsible. for all fees for landscaping, curbing, esthetics and <br />maintenance of the pole. He stated on the positive side it could be used as a light <br />standard for the near term skate facility. <br /> <br />Commissioner Olds asked how many residential properties bordered the park. <br /> <br />Park/Utilities Supervisor Riverblood stated eight, and they're looking at a power line <br />right now. He stated they will align the intersections and identify accesses and <br />turnarounds and suggested they do a net lavm. <br /> <br />Commissioner Olds stated this could be used as a bargaining leverage. <br /> <br />Chairperson J olms stated she wasn't fond of the idea but in conjunction with the Skate <br />Park it might work. <br /> <br /> <br />Civil Engineer II Linton stated when 'Waste Iv1anagement gave the City the property, it <br />was with the restriction that it be a park. He stated they would allow it to be amended to <br />include cell towers. <br /> <br />-221- <br />
