<br />MnlDOT Agreement No. 91083 <br />Anoka County Project Number SP 199-010-09 <br />Exhibit A, Scope of Work and Deliverables <br /> <br />requirements for ponding will be addressed in the EA. <br /> <br />A cost-benefit analysis will be included in the EA. The analysis will compare the "No Build" to the final <br />layout proposed for TH 10 build conditions for the years 2010 and 2030. <br /> <br />T~e consultant will also pr~pare the DNR Questio~aire. Copies of the Dra~ EA will be available fo~ <br />viewing at an initial Public Information Meeting. The Final EA will include comments on the Draft EA <br />from MnlDOT Metro Division, the agencies involved and the public and the responses provided to those <br />comments. Copes of the Final EA will be available for viewing at a future Public Information Meeting. <br /> <br />The EA will be prepared in Microsoft Word format. One final electronic copy of the EA will be provided <br />to State, Anoka County and the City of Ramsey. Final hard copies will be distributed as follows: Anoka <br />County (5 copies), State (17 copies) and the City of Ramsey (10 copies). Approximately 32 copies of the <br />Draft EA for preliminary review will be provided as requested. <br /> <br />The consultant will also prepare the EA Update and the request to the FHW A for the Finding of No <br />Significant Impacts leading to the Negative Declaration. <br /> <br />2. Geometric Layout Preparation (Includes profiles, typical sections and cross-sections) <br />An analysis of traffic operations within the project limits must' also be completed with <br />recommendations of geometrics including, but not limited to: turn lanes, channelization/median <br />breaks, access closures, frontage roads, resulting in Level 1 layouts for each of the interchanges <br />that can be utilized throughout the public involvement and final design processes. <br /> <br />One preliminary, one intermediate (for presentation at the MtVDOT Metro Layout Approval <br />Committee and an initial Public Information Meeting), and one final layout and profile will be <br />prepared for TH 10. It is the intent. that after the intermediate layouts are reviewed by the <br />MnlDOT Layout Approval Committee that any recommended changes be discussed with the <br />Project Management Team and changes made pefore the layouts are presented at an initial Public <br />Information Meeting. It is also intended that the Project Management Team review the Final <br />Layouts and any changes made before presentation at a future Public Information Meeting. <br /> <br />An analysis of the corridors for possible interchange and/or signal locations, storm water ponding <br />locations, frontage road locations, access modifications, and, if necessary, wetland mitigation and <br />retaining wall locations will be made. These locations will be shown on the layouts. <br />Businesses/commercial properties will also be labeled on the layouts. Existing MnlDOT, Anoka <br />County and City of Ramsey right of way lines will be shown on the layouts. If ponds are shown <br />on private property, then those right of way lines will also be shown. <br /> <br />The layouts will also include mainline typical sections and cross street typical sections (where <br />cross street improvements are proposed), as well as the rail line adjacent to TH 10. The profiles <br />for the mainline, cross streets and rail line (where interchanges or overpasses are proposed) .will <br />be prepared on a separate sheet from the layout and typical sections. <br /> <br />Show the 'alignment on the layouts showing all proposed roadway and rail line centerlines and <br />stationing. Identify all alignment points with point numbers and curves with curve numbers and <br /> <br />-390- <br /> <br />Page 3 of7 <br />
