<br />times it is based on experience with certain issues, . and the incumbents are the ones with <br />experience in respect to the issues and seem to rise to the top anyways. <br /> <br />Councilmember Dehen stated this reappointment process does not prevent anyone from coming <br />in and saying the incumbent is a good pick, and the result may be entirely the same. But it gives <br />the appearance to be. more fair to the public and presents the accusations that the guy that has <br />been there is picked. He does not see that as a down side. <br /> <br />EPB Chair Joe McDilda indicated he understands what Councilmember Dehen is saying. The <br />unfortunate part is that in the past they have run into the situation where they do not have a large <br />group of people that come forward to volunteer their time on these commissions. The EPB has <br />gone with an open position for a long period of time. They have found it beneficial to allow the <br />people that have already experienced it and vested some of their time to reapply. <br /> <br />Councilmember Olson commented just because people opt to seek reappointment is not an <br />automatic shoe-in. There was a specific case with a lot of debate even though the individual <br />asked to be reappointed. The experience that an individual has brought forward to a commission <br />speaks for itself. She thinks this is a good process. <br /> <br />Chairperson Jeffrey indicated this process was just changed one year ago to include the Chairs <br />and Vice Chairs, so they have not even had an opportunity to run it through the paces. He would <br />suggest they get through tonight and decide if this process works. He does not think revising the <br />policy is fair until it has run through the paces. <br /> <br />Councilmember Dehen stated he is being asked to vote on these individuals without a pool of <br />comparisons. He can appreciate the comment that there is not a lot of interest in serving on the <br />commissions. The councilmembers should be calling people saying they need good people and <br />encouraging them to apply. He will not vote on this because he cannot make an informed <br />decision. <br /> <br />Chairperson Jeffrey indicated he appreciates that and understand Councilmember Dehen's <br />position. He is okay with a policy discussion, but they need to run this process through. It was <br />just changed to bring the input of the Chairs and Vice Chairs to the table. <br /> <br />Human Resources Manager Reed Kone advised another change made last year Was to eliminate <br />term limits in the interest of allowing those with good experience to continue without any limits. <br /> <br />EDA Chair Chris Riley provided the Committee with his input on EDA Member John <br />LeTourneau. He stated Mr. LeTourneau is a past business owner in the City of Ramsey. He has <br />a long history in the community and he is very civically involved.' He would consider Mr. <br />LeTourneau as nearly a model commission member and thinks he does a good job. He does not <br />always agree with Mr. LeTourneau. He brings a lot of practical experience, civic experience and <br />business input to the table. He would recommend that Mr. LeTourneau be reappointed. <br /> <br />Chairperson Jeffrey stated he has known John LeTourneau for a long time.
