Human Resources Reed Kone indicated Jim Steffen is the Vice Chair of the EDA and was
unable to attend tonight. Mr. Steffen requested that his recommendation to reappoint Mr.
LeTourneau be presented tonight.

Motion by Chairperson Jeffrey, seconded by Councilmember Olson, to recommend that the City
Council accept the recommendation to reappoint John LeTourneau to a six-year term on the
Economic Development Authority.

Motion carried. Voting Yes: Chairperson Jeffrey, Councilmember Olson, and EDA Chair Riley.
Voting No: None. Abstain: Councilmember Dehen.

EPB Chair Joe McDilda provided the Committee with his input on EPB Member Bob Bentz. He
stated Mr. Bentz is an interesting person on the Board. He asks a lot of good questions, and
some of them can be somewhat controversial. It can be seen from his application that there is a
lot of intention for things that would require a lot of time and effort. However, the Board meets
once per month and tries to structure their work load around that schedule, and in the past it has
not worked with attendance to increase the meetings. He does not have a problem working with
a person on the Board that has the intention to spend that time and effort. He would recommend
reappointing Mr. Bentz.

EPB Vice Chair Michael Max stated Mr. Benz is a chemical technician. He goes deeply into
reports and asks pointed questions. His perspective is a little off from a strictly environmental
perspective, which means he asks questions that the rest of the Board might not ask. Mr. Bentz
challenges them and puts in a fair amount of time and energy. He would recommend
reappointing Mr. Bentz.

Councilmember Dehen stated he is opposed to the process, not the appointment one way or
another. This process promotes the status quo and he would like to be able to see and compare
applicants. For that reason he will abstain from the vote.

Chairperson Jeffrey verified with Human Resources Manager Reed Kone that there has not been
any absenteeism with Mr. Bentz or Mr. LeTourneau. He indicated he does not know Mr. Bentz.

Councilmember Olson indicated she does not know Mr. Bentz, but based on the
recommendations that have come forward she would be in favor of his reappointment.

Motion by Councilmember Olson, seconded by Chairperson Jeffrey, to recommend that the City
Council accept its recommendation to reappoint Bob Bentz to a four-year term on the
Environmental Policy Board.

Motion carried. Voting Yes: Chairperson Jeffrey, Councilmember Olson, EPB Chair Joe
McDilda, and EPB Vice Chair Michael Max. Voting No: None. Abstain: Councilmember
Dehen.

Personnel Committee / August 28, 2007
Page 4 of6
