<br />Motion by Councilmember Olson and seconded by Councilmember Dehen to recommend <br />Council authorize/direct the Police Chief to explore options/ideas to backfill the CSO duties on a <br />temporary basis, and bring those back to the Personnel Committee for discussion. <br /> <br />Motions carried. V oting Yes: Councilmembers Jeffrey, Olson and Dehen. Voting No: None. <br /> <br />Case #3: <br /> <br />PERA's Defined Contribution Plan and Social Security for Elected Officials <br /> <br />Human Resources Manager Reed Kone stated that this case was originally intended for a work <br />session discussion. She explained that all public employers are required to enroll eligible <br />employees in the Public Employees Retirement Association (PERA) pension plan. PERA also <br />has a pension plan that is available to elected officials, the Defined Contribution Plan (DCP). <br />This is a voluntary, tax-deferred, retirement savings program. The elected officials who <br />participate would contribute 5% of their Council wage and the City would match it. The elected <br />official would decide how to invest these funds - the distribution of them, etc. Ms. Reed Kone <br />reported that currently the Mayor is the only elected official to participate in the Social Security <br />and the deferred contribution. If you were elected after 2002, you had to choose participation in <br />one or the other. Last year, the Minnesota Legislature decided to give governments the option to <br />have their elected officials participate in both plans. The only way to do that is to do so under <br />the 218 agreement. Ms. Reed Kpne explained that for tonight's discussion, the Committee <br />would decide if this Council and future Councils should have the option to participate in both <br />plans. If that's the case, a resolution would be brought back for adoption for all six to participate <br />- then you have 90 days to decide if you, individually, do want to participate or not. Ms. Reed <br />Kone continued that the funding for this is listed in the 2008 General Fund Budget in case <br />Council decides in favor of this. <br /> <br />Councilmember Dehen inquired if it has to be optional or can the Committee recommend a <br />resolution that this is what we want. <br /> <br />Ms. Reed Kone did not think it could be required to participate. <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember Olson to recommend Council <br />direct staff to prepare a resolution offering participation in Social Security and PERA's Defined <br />Contribution Plan to current and future Councilmembers. <br /> <br />Motion carried. Voting Yes: Councilmembers Jeffrey, Dehen and Olson. Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />Interim City Administrator Nelson announced that staff has been doing some work on the <br />web site and noted there are a varied selection of pictures of Councilmembers. Staff is suggesting <br />having the City pay to have the Mayor and Council's pictures taken, professionally, at the same <br />place. Ms. Nelson reported that seven photos at Pro-Ex would cost $200.
