Absent: <br />Councilmember Dehen. <br /> <br />Case #2: <br /> <br />Consider Temporarily Promoting a Community Service Officer to a Patrol <br />Officer <br /> <br />Human Resources Manager Reed Kone stated that in July 2007, one of the City's Patrol Officers <br />was injured while on duty. It is likely he will be unable to perform his normal duties until mid- <br />December, at the earliest. Police Chief Way is recommending using one of the Community <br />. Service Officers (CSO) to temporarily cover the shift of the injured Officer. She reported that <br />CSO Drew Moldenhauer has completed Skills Training and is now eligible to be hired as a Patrol <br />Officer. Chief Way has suggested temporarily promoting Mr. Moldenhauer to Patrol Officer <br />until the injured Patrol Officer is able to return to his normal duties. Ms. Reed Koneexplained <br />that if the Council approves this temporary promotion, Mr. Moldenhauer would be required to <br />pass the psychological exam, the physical, and the background check that are required for Patrol <br />Officers. In addition, Mr. Moldenhauer would be required to successfully complete certain <br />aspects of field training to ensure that he is prepared to handle the day-to-day duties of a Patrol <br />Officer. Ms. Reed Kone informed the Committee that the difference between what Drew <br />Moldenhauer earns as a CSO and what he would earn as a Patrol officer is $4.45 per hour. If this <br />temporary promotion is approved, the hourly difference would be paid by the salary that has not <br />been paid out to the injured Patrol Officer because he is being paid workers' compensation by <br />the City's insurer. <br /> <br />Councilmember Jeffrey inquired how soon Mr. Moldenhauer could be "street-ready" once he <br />passes the physical, etc., to which Chief Way replied about three weeks. Chief Way explained <br />that Mr. Moldenhauer already knows the geography, he's completed his Skills Training, he <br />knows the reporting system, and already writes tickets. The main training will be the traffic stop <br />portion. <br /> <br />Councilmember Dehen arrived - 5:40 p.m. <br /> <br />Chief Way reported that one of Ramsey's other Officers had laser surgery, so the Department is <br />actually down two Officers. <br /> <br />A few options were discussed to cover the duties of Mr. Moldenhauer while he is performing the <br />duties of Patrol Officer. <br /> <br />Councilmember Jeffrey stated he is in favor of moving Drew Moldenhauer to the temporary <br />position of Patrol Officer and added that it is critical we find a way to fulfill his duties as CSO. <br /> <br />Motion by Councilmember Olson and seconded by Councilmember Dehen to recommend City <br />Council adopt the resolution temporarily promoting a Community Service Officer to Patrol <br />Officer; <br /> <br />- and - <br /> <br />Personnel Committee - September 11, 2007 <br />Page 2 of 4 <br />
