<br />Case #2: <br /> <br />Review Pondvale Feasibility Study <br /> <br />Civil Engineer II Linton stated upon recommendation from the Committee the City Council <br />directed staff to revise the Pondvale feasibility study and provide additional information as <br />follows: 1) Consider segmenting the project into two areas with the division point being roughly <br />the intersection of Helium Street and 150th Lane; 2) Research the drainage and utility easement. <br />on the Asmussen property to determine whether it is temporary until sewer and water become <br />available; 3) Provide a breakdown of costs to allow the Committee to consider the impacts of the <br />City picking up a share of the project costs. The purpose of this case is to report back on these <br />issues and seek direction prior to further contact with the project property owners. <br /> <br />Chairperson Elvig asked whether this project is something the City sees as an advantage and <br />whether they want to take this opportunity to do what can be done to make this work. He noted <br />there is a problem with an extension of a road to a new road that will be a bigger issue going <br />forward. <br /> <br />Public Works Director Olson reviewed that in the past when this was brought forward the <br />residents counter petitioned at the last minute. The primary objection was the connection of <br />Helium Street. That has now happened as part of the GM Homes project, but there is also a <br />property owner, Dan Murphy, that has some vested interest in being able to subdivide. One of <br />the three options could be proposed to see if the property owners are willing to accept. He would <br />not recommend that the City pay for the entire project because it is not a citywide benefit. <br /> <br />Chairperson Elvig inquired why they would not propose more than one of the options. <br /> <br />Councilmember Dehen inquired about the history of the Pondvale feasibility study. Public <br />Works Director Olson provided the history of previous feasibility study requests by the Pondvale <br />residents. <br /> <br />Chairperson Elvig requested staffto review the proposed options. <br /> <br />CivifEngineer II Linton explained in segmenting the project two areas have been created; Area 1 <br />is the eastern area of the subdivision which would receive sewer and water improvements; and <br />Area 2 which is the western portion of the subdivision which mayor may not receive sewer and <br />water improvements (depending on which of the following options might be implemented) but <br />which would not be assessed for sewer and water improvements until they choose to hookup to <br />these utilities. All of the projected assessments for Area 1 are based upon dividing the <br />assessment equally among 12 units (six for Murphy; three for Hickey; two for Likus; and one for <br />Asmussen). Mr. Linton provided an overview of the following option for improvements and <br />funding strategies for consideration: <br /> <br />Option 1 <br />Improvements - Sanitary sewer, water, storm sewer and street restoration to be provided in Area <br />1 only.
