Voting No: None. <br /> <br />Councilmember Look was not present for the vote. <br /> <br />Case #9: <br /> <br />Request for Final Plat Review - River Crossing Addition; Case of Anoka <br />County <br /> <br />Community Development Director Trudgeon stated that the County is purchasing over 41 acres <br />on the south side of Highway 10 to preserve this for the future highway corridor. He stated that <br />the County needs to split this into three lots, one along Highway 10 and the other two along <br />Llama Street in order to use separate funding sources. He stated that the land is currently zoned <br />R-2, but the County has no development plans for the land. He stated that the Planning <br />Commission has looked at the sketch plan and has recommended the City Council approve this <br />request. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #07- <br />09-265 approving the final plat of River Crossing Addition. <br /> <br />Motion carried. Voting No: None. <br /> <br />Councilmember Look was not present for the vote. <br /> <br />Case #10: <br /> <br />Consider Contract for Institution Community Work Crew (ICWC) Program <br /> <br />Public Works Director Olson stated that in 2004 there was projections for staffing needs which <br />indicated that one Public Works maintenance worker would be necessary per year until 2013 to <br />keep pace with the increased demands for services as growth occurs. Even with this projected <br />increase in staffing levels, there are many tasks that staff simply cannot achieve. He suggested <br />that the City Council review the maintenance items listed in the packet that cannot be achieved. <br />He stated that on August 15, 2007, staff met with Mark Siemers from the Department of <br />Corrections to discuss the possibility of working with the ICWC program to provide low cost <br />labor to perform some of these tasks. He stated that Coon Rapids, Woodbury and Minnetonka <br />have used this program to rave reviews. He stated that this program would provide six to eight <br />inmates and one correctional officer to supervise the crew. He stated that this is a very low cost <br />solution to our staffing needs. He stated that the contract amount for the remainder of 2007 will <br />be just around $5,000. He showed before and after pictures of the Nowthen Trail Boulevard <br />trail. He stated that the City Attorney has reviewed the contract and noted that there is a benefit <br />to working with them on a contracted one day a week basis, because there is a reduction in the <br />fees from $450/day to $380/day. <br /> <br />Councilmember Dehen asked if this would be a sentence to serve program. <br /> <br />Corrections Program Director Mark Siemers stated that this program was developed in 1995 as <br />an offshoot from the sentence to serve program.
