He stated that the <br />sentence to serve program is not available in this area. <br /> <br />Councilmember Dehen stated that he see this as a good program to get involved in, but is <br />concerned that the City will have enough work during the winter to hire a crew now. .He asked if <br />the City would be better served if they hired a crew in the spring. <br /> <br />Public Works Director Olson stated that right now is a great time because much of our workload <br />was supplemented by seasonal summer workers who are no longer available. He stated that the <br />City has an incredible. amount of maintenance needs such as painting hydrants and trimming <br />trees that can be done right now in addition to projects for the winter such as putting together <br />boardwalks indoors during winter months. He stated that he feels the City will be. able to keep <br />this crew busy during the winter. <br /> <br />Councilmember Dehen stated that for the resident's sake, he wanted to ensure that there will be <br />full time supervision of the crew and asked whether there were any' sex offenders on the crews. <br /> <br />Mr. Siemers stated that the supervising officer is never separate from the work crew, with the <br />exception of a crew, for example, working in the City Hall in separate area. He stated that in that <br />case, the supervisor would be constantly going back and forth between the crew and tries not to <br />have them out of site at any time. He stated that there would never be a sex offender on this <br />crew and noted that it is a privilege for inmates to work their way into this type of program. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Dehen, to authorize the <br />Mayor and Public Works Director to enter into the contract with the State of Minnesota to begin <br />using the Institution Community Work Crew program at a cost of $380/ day for one day a week. <br /> <br />Motion carried. V oting Yes: Mayor Gamec, Councilmembers Strommen, Dehen, Elvig, Jeffrey, <br />Look, and Olson. Voting No: None. <br /> <br />Case #11: <br /> <br />Introduction of an Ordinance to Ban Ultimate Fighting in the City of Ramsey <br /> <br />Police Chief Way stated that Ultimate Fighting is an organized event where the primary purpose <br />is to "beat" your opponent into submission. The events are not regulated and can be very <br />dangerous to the participants. The Cities of Fridley, Blaine and Spring Lake Park have already <br />banned the events through city ordinances. Several other cities within Anoka County are in the <br />process of enacting ordinance changes that would prohibit such activity. He stated that based on <br />discussion at a City Council work session on September 11, 2007, staff was directed to bring an <br />ordinance forward prohibiting Ultimate Fighting in Ramsey. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to introduce an <br />ordinance amending Chapter 5 of the City Code, adding Section 5.20 Ultimate Fighting to ban <br />the activity of this type of event in Ramsey. <br /> <br />Motion carried.
