MAYOR, COUNCIL AND STAFF INPUT

1) Transit-Committee Meeting Update

Councilmember Elvig stated that he was late to tonight's meeting because he represented the
City at the Transit Committee meeting held at the Anoka County Courthouse this evening. He
stated that there was 16 to 18 committee members' present gathering information. He stated that
one thing he found particularly eye opening was the fact that the State has contributed a total of
only .05% for the funding of roads in this area. He stated that there was much discussion tonight
that there are federal funds available and the State needed to do something to match those funds.

Councilmember Look stated that he feels transportation issues are about 35th on the State's
priority list because tax money is being spent elsewhere. He encouraged residents to contact
their State Senators to get transportation moved up higher on the priority list.

Mayor Gamec stated that on October 25,2007 from 5:00 p.m. to 7:00 p.m. there is a Highway 10
Coalition meeting at the Sports Center with local businesses.

2) Outdoor Music

Councilmember Olson stated that she had received an e-mail from a citizen regarding noise from
Harvest Fest, three nights in a row. She stated that this was the first big test of the time
restriction that the City Council placed on outdoor noise. She stated that she would like to have a
discussion at a future work session to take another look at this issue.

Councilmember Strommen stated that she feels the issue was because the noise was three nights
in a row and not just one.

Mayor Gamec stated that he is unsure if a few complaints merit future discussion because the
City Council will never make everyone happy.

Assistant City Administrator Nelson stated that this topic is already listed for future discussion at
an upcoming work session. She asked for a copy of the e-mail that Councilmember Olson had
received.

3) Closed Session city of Ramsey vs. 5A Partnership Action

City Attorney Goodrich stated that earlier tonight the City Council met in a closed session and
authorized certain payments regarding the City of Ramsey vs. 5A Partnership I, et al.

Motion by Mayor Gamec, seconded by Councilmember Look, to authorize payments regarding
the City of Ramsey vs. 5A Partnership I, et aI, as follows: Parcell - $10,994.00; Parcel 2 -
$2,594.15; Parcel 3 .$24,225.00; Parcel 4 - $740.00; Parcel 7 . $4,678.63; Parcel 8 - $5,815.00;
Parcel 11 - $15,395.55; Parcel 12 - $3,067.79; Parcel 16 - $20,294.52 and $495.00.

City Council / September 25, 2007
