He <br />stated that he understands that this was approved by a previous City Council, but he does not <br />think it is warranted. <br /> <br />Mayor Gamec noted that this new hire was approved by the Personnel Committee on a 2 to 1 <br />vote. <br /> <br />Councilmember Look noted that both he and Councilmember Dehen opposed the search process <br />for this new hire in June also. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to adopt Resolution <br />#07-0-266 authorizing the hire of Mr. Tim Himmer as the City's Assistant City Engineer <br />pending the results of Mr. Himmer's background check, pre-employment physical and drug <br />screen. The start date of Mr. Rimmer's employment will be October I, 2007 and his starting <br />wage will be $33.48/hour. Mr. Himmer will be subject to a six-month probationary period and all <br />other personnel policies will apply normally. <br /> <br />Further Discussion: Councilmember Elvig stated that he is amazed at the amount of work put <br />out by the Engineering Department and feels that the City has been playing catch up for quite a <br />while. He stated that he hopes by hiring this Assistant City Engineer, the City will not need to <br />spend as much money on outside consultants. <br /> <br />Motion carried. V oting Yes: Mayor Gamec and Councilmembers Strommen, Jeffrey, Elvig, <br />and Olson. Voting No: Councilmembers Dehen and Look. <br /> <br />Case #18 <br /> <br />Consent Agenda Item 7) Adopt Resolution Authorizing the Renewal of the <br />Anoka County-City Joint Powers Agreement <br /> <br />Councilmember Look stated that he would like to know what changes had been made to the Joint <br />Powers Agreement (JPA). <br /> <br />Police Chief Way stated that when the old agreement was drafted in 1981, Oak Grove did not <br />exist and did not address fire, emergency. medical services and equipment. He stated that the <br />prior agreement only referred to police personnel. He stated that this agreement is similar to the <br />JP A that the area fire departments have. <br /> <br />Councilmember Look asked ifthere would be any budget impacts to renewing this JP A. <br /> <br />Police Chief Way stated that there would be no budget impacts and most of the changes just <br />clean up language. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to adopt Resolution <br />#07-09-267 Authorizing the Renewal of the Anoka County-City Joint Powers Agreement. <br /> <br />Motion carried.
