Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Public Hearing: Request for Preliminary Plat Review of Regency Pond 4th <br />Addition; Case of TSM Development, Inc. <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:15 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:15 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Trudgeon indicated Case Nos. 1 and 2 are related. There are <br />two requests before the Council this evening: preliminary plat review and a zoning amendment <br />for a portion of the subject property. "Mr. Trudgeon stated in 2005, the City and the Metropolitan <br />Council approved a Comprehensive Plan Amendment for two residential parcels on the corner of <br />Ranlsey and Bunker Lake Boulevards. The change was from Places to Work to Places to Shop. <br />TSM Development is now requesting a zoning amendment to officially rezone the property from <br />E-1 Employment to B-1 Business. Mr. Trudgeon explained this zoning amendment is being <br />processed along with the preliminary plat for Regency Pond 4th Addition. This preliminary plat <br />application includes three self-storage buildings and three commercial retail buildings. Plans for <br />the self-storage buildings were previously approved for this property in 2004; the developer has <br />since acquired the two corner parcels and now wishes to revise the plans. <br /> <br />Community Development Director Trudgeon stated the preliminary plat proposes to replat <br />Outlot A of Regency Pond and two unplatted residential parcels into four commercial lots. The <br />grading, drainage, utility and landscaping plans are being reviewed separately as part of the CNP <br />Storage site plan. Drainage and utility easements are required over the watermain to be <br />constructed for this project, as well as the stonnwater ponds. Staff is recommending that <br />preliminary plat approval be contingent upon verification of adequate easements during site pan <br />review. Mr. Trudgeon advised a new cul-de-sac will be constructed at l48th Avenue NW, which <br />is smaller than City Code requires. The Board of Adjustment will review a variance to this <br />requirement at their September meeting. Preliminary plat approval should also be contingent <br />upon receipt of this variance. The plat proposes access off of Ramsey Boulevard and Bunker <br />Lake Boulevard. Anoka County has submitted comments on the proposed plat which indicates <br />the proposed accesses are acceptable. The County has requested a small amount of additional <br />right-of-way on the corner for stoplight maintenance purposes. Mr. Trudgeon advised the <br />Plamung Commission recommended app"roval of the preliminary plat.
