2) Receipt of a variance to cul-de-sac requirements
3) Receipt of zoning and comprehensive plan amendments for the southem half of the
property
4) Verification of adequate drainage and utility easements during site plan review

Citizen Input

J\1r. Ken Ciche, 7050 l48th AvenueNW - resident of Regency Pond, stated his property is on the
other end of the cul-de-sac being referred to. He bought the property in 2004 unaware of any
. projects. He is wondering why there is a commercial property within a residential area,
particularly since there is nothing commercial north of Bunker Lake Boulevard. J\1r. Ciche
stated it seems as if there is plenty of open property to be used for this kind of commercial
development, and it seems like this should be a residential area. Apparently it was zoned
commercial previously, which he was unaware of since there is a house on the comer. This
seems to infringe on the quiet residential area that he bought into. It is a quiet neighborhood
with a lot of kids, and this property is a buffer between the residences and Ramsey Boulevard
with a line of trees. He and a lot of his neighbors are in opposition to this development. He does
not see it as friendly to the area and it could be done elsewhere.

J\1r. Steve Schmidt, TSM Development, requested clarification from staff regarding the rezoning
of Lots 2,3 and 4.

Community Development Director Trudgeon explained these lots are not being rezoned tonight.
The rezoning tonight is for the two unplatted lots. In the future the Planning Commission will
consider the rezoning of Lots 2, 3 and 4 from E-l to B-1.

J\1r. Schmidt stated to address the comments of the neighbors, some of the Councilmembers may
recall that in 2002 he proposed a housing development on this site that the neighbors really
protested and said they would rather have industrial on that site than housing. He is using the
property for its intended purpose.

Mayor Gamec noted the proposal at that time was that another street was to continue through
with two streets out to Ramsey Boulevard, and people did not want high traffic coming through
that area. He pointed out that this property was zoned as business at one time and would be
going to commercial with the rezoning.

Motion by Councilmember Olson, seconded by Councilmember Strommen, to close the public
hearing.

)

Motion carried.
