<br />City Attorney Goodrich requested clarification that the applicant is asking that the Board of <br />Adjustment decision stands. <br /> <br />Mr. Wiech replied he asks that the Board of Adjustment decision is just fme. He withdraws his <br />appeal and wishes all of them the best of luck. <br /> <br />Councilmember Elvig pointed out that this leaves latitude in the future. He would like to suggest <br />something that could be a win/win. Mr. Wiech has a piece of property now that he cannot build <br />on, and there is a group of homeowners that think it would be a nice amenity to them. He would <br />like to encourage the conversation there that a 'purchase could be made that would make Mr. <br />\Viech whole on that piece of property. He would also like to look at the possibility of the City <br />having a rationale for access to the Mississippi River, and that there may be an opportunity <br />through negotiations through the homeowners that this could be a nice park area, and :Mr. Wiech <br />could become whole on his investment. There . are opportunities for Mr,' Wiech in the City of <br />Ramsey, and he encourages hinl and others to get together and see if there is a way for him to <br />become whole on this property. <br /> <br />Case #7: <br /> <br />Consider Approval of Special Events Permit; Case of Veteran's Lake Inc., <br />(John Enstrom) <br /> <br />Police Chief Way stated staff has received an, application for a Special Events Pennit from <br />Veteran's Lake, Inc. - John Enstrom. Mr. Enstrom is planning a lnilitary dedication of a granite <br />monument honoring the Milmesota Heroes who have been killed in war since 9/11 in Iraq and <br />Afghanistan. The event will be held on :Mr. Enstrom's property at 8702 - 1815t Avenue NW. <br />Normally this type of case could be approved on the Consent Agenda providing Council had a <br />chance to review it in work session or have a preliminary review at a regular Council meeting; <br />however, this event is scheduled for September 2nd, and time constraints do not allow for <br />prelilninary review. Mr. Enstrom estimates the number of spectators will easily surpass 10,000. <br />Staff spoke with Mr. Enstrom about traffic control, parking, security, liability insurance, first aid, <br />food handlillg, trash collection and toilet facilities. Staff has requested that Mr. Enstrom provide <br />a diagram showing the location of everything. Staff has not received all of the necessary <br />paperwork at this time. Staff is requesting that Council consider waiving the special events <br />permit fee because of the nature of the event and that it is open to the public at no charge to <br />attend. Chief Way stated he is requiring police presence for security due to the size of this event <br />that is open to the public. This has been done with other events, and there is cost involved. Fire <br />personnel presence is also required, as Mr. Enstrom is planning fireworks for the evening. <br /> <br />Mr. John Enstrom, 8702 1815t Avenue NW, stated he is trying to honor the heroes that have died <br />for them, and is doing this as a private citizen. He is not receiving any state grants or city <br />funding. He was unaware he would need a special events permit to have this on his property and <br />is asking the City to support him. There is hardly a hotel room left in the area and the restaurants <br />and businesses will be filling up. He has been notified by most of the news media that will be <br />here, and they may have national news media coming to Ramsey. Mr. Enstrom reviewed the <br />schedule for the military dedication and events at his property on September 2, 2007 <br /> <br />City Council!
