<br />Mayor Gamec stated there is a cost for the City to be involved, and everyone is charged. It was <br />the same with Lord of Life Church and Diamonds. However, the City does waive the permit <br />fees. <br /> <br />Councilmember Look stated this is a nonprofit with expenses coming out of Mr. Enstrom's <br />pocket. He has had the opportunity to talk with Mr. Enstrom. This is an incredible project he is <br />putting together, and he commends him for doing this to show respect for the ultimate sacrifice <br />made by these individuals. He would like to encourage the Council to waive the special events <br />permit. From a City standpoint, this is a non-revenue generating event. Police Chief Way feels <br />the police presence is needed, and that may be the case. He thinks this is something they should <br />discuss, and see if it is possible to come together, not only as a City Council, not only as a City, <br />but as a community, and show respect for these people that have given the ultimate sacrifice and <br />the families giving the ultimate sacrifice with their loss. <br /> <br />. Mayor Gamec replied it is a touching thing, but Lord of Life Church is also a nonprofit. They <br />can waive the permit fees, but when they start waiving some of the other fees, he thinks they are <br />getting selective on which ones they do. Waiving the fees for the permit only is similar to what <br />has been done in the past. <br /> <br />Councilmember Olson stated she agrees with Councilmember Look that there is a distinction <br />between nonprofit and non-revenue producing. Mr. Enstrom has put a lot of his ovvn money into <br />this. He is not asking for the City to contribute dollars, he is just asking that they waive a fee. <br /> <br />Councihnember Strommen inquired about the amount for the fIreworks fee. <br /> <br />Fire Chief Kapler replied $100. <br /> <br />Council requested clarification as to what fees are being requested to be waived. <br /> <br />Police Chief Way stated in an event this large Vv1th 10,000 people there Vl11l be a concern <br />regarding traffic coming and going. Four officers will be needed there for the entire day. He has <br />talked to the City of Blaine, where they have 20 officers on for a group this size. People 'will not <br />be drinking, which is very much in their favor, but there will be some older senior citizens so <br />there is more of a chance of medical needs and ambulances. <br /> <br />Councihnember Elvig noted :Mr. Enstrom will have a medical tent with four EMT's. <br /> <br />Police Chief Way indicated this would need to be seen. As oftoday, Elk River, Anoka County, <br />and Sherburne County have not dedicated any personnel to this event. They have costs that <br />come up with this also, as well as Human Resource issues if someone is at an event like this. He <br />needs to get back to these communities tomorrow. If this is a contribution the City wants to <br />make and the cost is to come out of his budget, that decision needs to come from the Council. <br />With the four officers, that is 48 hours at an overtime rate of $75 per hour, equaling $3,600.
