<br />Interim City Administrator Nelson indicated she would like to get through the concerns tonight <br />and would then suggest tabling adoption of the ordinance. <br /> <br />Councilmember Elvig noted the only time he has heard about weeds is with urban lots that are <br />not being taken care of in neighborhoods. They may need to more carefully clarify that position. <br /> <br />Councilmember Dehen requested the following changes: <br />. 5.08.04 (d): "Accumulations of manure, refuse, dirt rock. other landscaping material, or <br />other debris..." <br />. 5.08.04 (e): Garbage cans should be inside or on the side of the house and fenced in so <br />they are not viewed from the road. <br />. 5.08.02, Definitions: Nighttime - those hours from +G-;-OO 9:00 p.m. to 7:00 a.m. <br />. 5.08.04 (ee): "...The operation between ~he hours of +G-;-OO 9:00 p.m. and 7:00 a.m..." <br /> <br />Councilmember Strommen indicated she is not in agreement with Councilmember Dehen's <br />suggested change regarding garbage cans. <br /> <br />Councilmember Look noted there may be some arguments for urban versus rural. In the rural <br />sector he had brought up a concern about farmers and implements, and leaving equipment out <br />because it is not parked indoors. <br /> <br />Consensus of the Council was to direct staff to schedule a work session to further discuss the <br />ordinance. <br /> <br />Motion byCouncilmember Elvig, seconded by Councilmember Look, to table adoption of the <br />ordinance to amend Chapter Five. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Look, Dehen, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />The meeting was recessed at 9:44 p.m. (Councilmember Strommen left the meeting). The <br />meeting was reconvened at 9:52 p.m. <br /> <br />Case #9: <br /> <br />Introduce Amendment of Ordinance #06-31 Establishing Permit Fees, <br />Service Charges, and Various Other Fees to be Collected by the City of <br />Ramsey <br /> <br />Motion by Councilmember Elvig, seconded by Coul1cihnember Olson, to introduce the <br />ordinance amending Ordinance #06-31 amending the 2007 Schedule of Rates, Fees and Charges <br />and calling for a Public Hearing on September 11, 2007. <br /> <br />Further discussion: Mayor Gamec inquired about the $94 for a moving permit. Interim City <br />Administrator Nelson explained this fee is related to moving a structure like a house. Mr. <br />Merlyn Hunt, 17860 Nowthen Boulevard NW, requested information regarding a moving permit <br />and moving site inspection. Mayor Gamec explained it relates to moving an actual structure like <br />a house.
