<br />Mayor Gamec welcomed Michelle and Steven Le Roy to the City and wished them success 'with <br />their business. <br /> <br />Case #2: <br /> <br />Request for a Home Occupation Permit; Case of Jeff Anderson <br /> <br />Management Intern Gladhill stated the City has received an application from Jeff Anderson for a <br />home occupation permit to operate a biofeedback alternative healing business in one room of his <br />home located at 14341 Potassium Street NW. Mr. Anderson is proposing to establish a home- <br />based alternative healing business in his home. The system is an Evoked Potential Biofeedback <br />System and would initially only be used by family and friends. The applicant anticipates <br />approximately one to three clients per week in the beginning. The two homeO\vners will be the <br />only employees of the home occupation. Mr. Gladhill stated the proposed home occupation <br />would be used in only 3% of the home gross area, which is under the City Code requirement. <br />There will be no exterior evidence of the business; no signs will be displayed and there will be <br />no outside storage of equipment or merchandise. Mr. Gladhill stated the Planning Commission <br />held a public hearing on August 2, 2007 and recommended that hours of operation be added to <br />the Home Occupation Permit, limiting the hours of operation from 9:00 a.m. to 9:00 p.m., seven <br />days a week. The Planning Commission recommended approval of the Home Occupation Permit <br />based on Findings of Fact drafted in favor ofthe applicant. <br /> <br />Mr. Jeff Anderson, applicant, introduced himself and stated he is available for questions. <br /> <br />Councilmember Dehen asked if it is necessary to have a permit for this type of use with fanlily <br />and friends. <br /> <br />Management Intern Gladhill replied it was discussed that this could grow beyond family and <br />friends. Staff is recommending a Home Occupation Permit. <br /> <br />Mayor Gamec thanked Mr. Anderson for presenting his plans to the City and applying Jor the <br />appropriate permit. <br /> <br />Councilmember Elvig requested information about the biofeedback system. <br /> <br />Mr. Anderson explained the machine does a diagnostic on an individual's system and tells them <br />what their deficiencies are in vitamins and minerals, and recommends a remedy to live a better <br />life. <br /> <br />Coullcilmember Dehen asked if Mr. Anderson's intent is to generate income. <br /> <br />Mr. Anderson replied not necessarily. The reason for doing tlns is that his wife and daughter <br />have medical issues. Doctors treat the symptOl;ns rather than the actual problems. TIus machine <br />is designed to address the problems. Their friends and fanlily have wanted to do it, and they <br />wanted to see what would happen if they opened it to more friends and family.
