Board Member Sibilski stated the consensus as he sees it is the EPB is in agreement to <br />recommend that the Council add an open space referendum to the ballot and direct the work for <br />this back to the EPB. <br /> <br />Acting Chairperson Max stated more land could be acquired for open space rather than could be <br />acquired for parkland. <br /> <br />Environmental Coordinator Anderson stated the Natural Resources Inventory could serve as a <br />starting point for identifying parcels of interest. The referendum would provide the funding <br />mechanism. Environmental Coordinator Anderson questioned if Staff should invite Ms. Pierson <br />to attend the work session. The EPB agreed she should be invited. <br /> <br />Board Member Sibliski questioned whether it would appear that the EPB is trying to use outside <br />people to influence the Council. <br /> <br />Environmental Coordinator Anderson stated it would be good to have someone experienced in <br />these matters to be available to address any questions from the Council. <br /> <br />Acting Chairperson Max stated Board Member Sibilski could be carrying this to the work <br />session and if questions were raised above and beyond Board Member Sibilski's knowledge, <br />than Ms. Pierson would be present to assist. The EPB would be making the presentation. <br /> <br />Board Member Sibilski stated he will speak with Ms. Pierson about attending the work session. <br /> <br />Acting Chairperson Max believes the Council will ask some difficult questions so Cordelia's <br />expertise would be helpful. <br /> <br />Board Member Harvey agreed it would be helpful to have her present. <br /> <br />Board Member Sibilski stated he discussed with Ms. Pierson the possibility of putting together a <br />separate committee. She stated a Council Member can volunteer to lead such a committee, <br />which would be separate from the City. <br /> <br />Environmental Coordinator Anderson asked if Board Member Sibilski wants to meet with staff <br />prior to the work session. <br /> <br />Board Member Sibilski stated it would have to be this week or the week of the work session as <br />he is out of the country next week. Environmental Coordinator Anderson suggested staff would <br />introduce the topic and then turn it over to Board Member Sibilski. <br /> <br />Acting Chairperson Max suggested email be utilized due to time constraints prior to the work <br />session. He also suggested the EPB meet for 1'2 hour on Monday prior to the work session. <br /> <br />Environmental Coordinator Anderson summarized his understanding of the consensus from <br />those members present. <br /> <br />Board Member Sibilski stated the EPB would have to meet to decide what would be included in <br />the survey and what we wanted to learn from the survey.
