A key question <br />is how much of a tax increase are residents willing to accept for this. <br /> <br />Acting Chairperson Max stated open space would increase property values and this would need <br />to be communicated to the residents. The EPB must be prepared and organized in their <br />presentation to the Council. <br /> <br />Motion by Board Member Sibilski and seconded by Board Member Freeburg to recommend to <br />City Council that an open space referendum question be included on the 2008 ballot. <br /> <br />Motion carried. V oting Yes: Acting Chairperson Max, Board Members Freeburg, Harvey and <br />Sibilski. Voting No: None. Absent: Chairperson McDilda, Board Members Bentz and Olds. <br /> <br />OLD BUSINESS <br /> <br />None. <br /> <br />NEW BUSINESS <br /> <br />Environmental Coordinator Anderson reviewed Wednesday night's OST meeting regarding <br />natural resources may be of interest to this Board. <br /> <br />Acting Chairperson Max stated two terms for the EPB will be open in January. Board Member <br />Olds will not be renewing his term; however, Board Member Bentz is interested in continuing on <br />the EPB. Acting Chairperson Max requested that members think about some possible candidates <br />for the open position. <br /> <br />Environmental Coordinator Anderson distributed flyers regarding a new program "Become a <br />Minnesota Master Naturalist". He stated there are three different tracts. The City has a certified <br />instructor on staff. Staff is exploring the possibility of offering these courses within the City and <br />will eventually schedule this topic for a work session with Council. <br /> <br />BOARD INPUT <br /> <br />Board Member Sibilski stated he will not be present for the October 1, 2007 meeting. He <br />questioned if there was an update on the wetland inventory. Environmental Coordinator <br />Anderson stated he does not have an update as of today but hopes he would by the October <br />meeting. <br /> <br />Board Member Sibilski questioned the Expo for next year. Environmental Coordinator <br />Anderson stated it will not be the same as in years past and he is beginning to look at plans for <br />the future. He is looking at including more activities for adults. He would like the EPB to have <br />some input on the Expo. He suggested the EPB have a booth and have input in topics, activities, <br />etc. The 2008 Expo would be April 19th to tie it into Earth Day. Further discussion regarding <br />the Expo will be on the agenda for the EPB at an upcoming meeting. A version of the tree sale <br />would be part of the Expo possibly. Possible topics for the Expo were discussed. <br /> <br />Acting Chairperson Max stated it is in our own best interest to gain support from the residents in <br />the EPB' s mission. <br /> <br />Environmental Policy Board / September 10, 2007 <br />Page 70f8 <br />
