Absent: None. <br /> <br />Case #2: <br /> <br />Review of Sketch Plan for Townhome Development on Outlot B, Sunfish <br />Square; Case of GM Homes <br /> <br />Zoning Administrator Frolik reported receipt of a sketch plan from John Lamoureux of G.M. Homes <br />for approval of a townhouse development on Outlot B of Sunfish Square. The site consists of 8.5 <br />acres and is eligible for a maximum density of 130 units. It is located at the northeast comer of the <br />intersection of County Roads #116 and #57. The proposal is for 75 townhome units that will be <br />owner-occupied. Access to the site is proposed at 142nd Lane on the north and 141st Lane on the <br />east. The City Engineer has recommended that the extension from 142nd to 141st through the plat <br />and all other interior streets be developed as private streets, which allows the developer to build <br />narrower streets and preserve more green space. As with the original plat, the northeast comer <br />would be retained a storm water sedimentation drainage pond. A cash payment will be made to <br />satisfy the park dedication, and the Park Commission has recommended a tot lot on the site under a <br />previous proposal. The developer had indicated that it would be better to escrow funding for a <br />playground and let homeowners decide if they want playground equipment. <br /> <br />Zoning Administrator Frolik stated that City Staff has suggested an alternative that would eliminate <br />the tot lot and incorporate a central green space of approximately 1 acre. This design would reduce <br />the number of units by 5. Staff prefers the central green space design, rather than a tot lot. However, <br />the plan that has been submitted meets code requirements. <br /> <br />Mr. John Lamoureux, G.M. Homes, stated that the plan being proposed is for a tot lot that consists <br />of 4,800 square feet. He explained that he has had only a moment to look at the Staff's. One <br />reaction is that to incorporate a large central green space would create less desirable building <br />configurations. Some buildings would have 10 homes per building, which would be a marketing <br />problem. The work that has been done for landscaping, berming, screening and street layout lends <br />itself to create a neighborhood feel. Buyers for these townhomes are typically looking for affordable <br />housing. Usually they are single and have few children. The number of homes designed for the site <br />is substantially fewer than the zoning allows. He requested that the Planning Commission move <br />forward and support the proposal. <br /> <br />Chairperson Bawden asked the price range of the units. <br /> <br />Mr. Lamoureux stated that the price range will be from approximately $95,000 to $115,000. <br /> <br />Commissioner Jensen asked the number of bedrooms in the units. <br /> <br />Mr. Lamoureux stated that the three-bedrooms are 1,405 square feet; the two bedrooms are 1,323 <br />square feet. The two-bedroom units have a loft. <br /> <br />Commissioner Jensen asked ifG.M.
