Mr. Lamoureux responded that there is a development with a green space in Apple Valley, but it is <br />not used. For the development in Blaine, the money was put into escrow, and homeowners decided <br />not to have a tot lot. <br /> <br />Commissioner Jensen stated that many of the homeowners will be empty nesters and will need park <br />land for grandchildren. <br /> <br />Mr. Lamoureux noted that Emerald Pond Park is nearby. <br /> <br />Zoning Administrator Frolik stated that staff is concerned that Emerald Pond Park is too far for <br />young children to walk. <br /> <br />Commissioner Holland asked who is responsible for the tot lot. <br /> <br />Mr. Lamoureux stated that the homeowners' association is responsible. He stated that their <br />experience has been that the majority of buyers are not empty nesters but first-time buyers. <br /> <br />Commissioner Jensen stated that aesthetically she prefers the central green space design which she <br />has noticed more in the south and west parts of the metro area but not in the north suburbs. She <br />would like to see the City require more green space. She also expressed a concern about separating <br />this development from adjacent residential areas. She believes there should be a visual separation. <br />Also, there are no sidewalks. <br /> <br />Mr. Lamoureux stated that the landscaping plan is extensive and not typical. <br /> <br />Zoning Administrator Frolik noted a City trail along Sunfish Boulevard and County Road 116. <br /> <br />Commissioner Deemer stated that he supports the project but would like to see it designed, so that <br />there are no units with access from Wolfram Street which needs to be clear for stacking to get on <br />County Road 116. Also, the north and east boundaries have 40-foot setbacks that have to be <br />landscaped. <br /> <br />Mr. Lamoureux stated that the drawing is not dear and there is actually 65 feet of setback to the <br />property line. <br /> <br />Chairperson asked Commissioner Deemer what his suggestion would be for an alternate access. <br /> <br />Commissioner Deemer stated that there could be a different building configuration. <br /> <br />Commissioner Deemer noted that access will be needed to the storm drainage area to remove snow. <br /> <br />Mr. Lamoureux stated that there are two easement accesses. <br /> <br />Commissioner Deemer referenced the zoning code and stated that he believes a multi-family <br />development has to be developed under a PUD because there are more than three family structures. <br /> <br />Zoning Administrator Frolik stated that townhome development is a permitted use in the MR Zone. <br /> <br />Planning Commission/January 7, 1997 <br /> Page 4 of 9 <br /> <br /> <br />
