Background:
As Council is aware, at the meeting of September 25, 2007, staff brought an ordinance for
introduction to ban Ultimate Fighting within the City of Ramsey. It has been called to staff's
attention that "Ultimate Fighting" is actually a trademark name and is indeed sanctioned and
regulated through the State of Minnesota. What the City of Ramsey is wanting to ban are the
events where the primary purpose is to "beat" your opponent into submission — the events that
are not regulated and can be very dangerous to the participants. Staff is bringing the same
ordinance for reintroduction with some amendments in the verbiage. The change is basically
removing "Ultimate Fighting" from the ordinance and adding "Non- Sanctioned Mixed Martial
Arts ". Introducing this revised ordinance and subsequently adopting it, will allow the City to
enforce the banning of these dangerous events.
Attachments:
Proposed Ordinance for Council consideration to add to City Code Section 5.20 (Mixed Martial
Arts).
Funding Source:
None required
Council Action:
Motion to introduce Ordinance #07 -XX amending Chapter 5 of City Code, adding Section 5.20
Mixed Martial Arts - to ban the activity of a non - sanctioned type of this event within the City of
Ramsey.
Reviewed by:
Police Chief
City Attorney
City Clerk
City Administrator
CC: 10/09/07
Case #
INTRODUCTION OF AN ORDINANCE TO BAN NON - SANCTIONED
MIXED MARTIAL ARTS IN THE CITY OF RAMSEY
By: James Way, Police Chief
—101
