ORDINANCE #07 -XX <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />AN AMENDMENT TO CHAPTER 5 WHICH IS KNOWN AS THE MUNICIPAL <br />REGULATIONS CHAPTER OF THE CITY CODE OF RAMSEY, MINNESOTA. <br />AN ORDINANCE ADDING SECTION 5.20 (MIXED MARTIAL ARTS) TO THE <br />CITY CODE <br />The City of Ramsey ordains: <br />SECTION 1. AUTHORITY <br />This ordinance is adopted pursuant to and under the authority of the Charter of the City of <br />Ramsey. <br />SECTION 2. AMENDMENT <br />Chapter 5 of the City Code is amended by addition of the following Section 5.20. <br />5.20 MIXED MARTIAL ARTS <br />5.20.01 Purpose. The purpose of this section is to prevent the practice of non - <br />sanctioned Mixed Martial Arts as defined below. The City Council finds that the practice <br />of non - sanctioned Mixed Martial Arts is dangerous and puts individuals and the public <br />health, safety and welfare at great risk. <br />5.20.02 Definitions. <br />Subd. 1. Mixed Martial Arts is any activity, regardless of how named or described, <br />or any form of entertainment, where the primary practice involves individuals in physical <br />activity by striking the opponent with hands, head, feet or body. This shall include, but <br />not limited to, any event where kicking, punching, martial arts or submission holds are <br />permitted by the licensing authority. <br />Subd. 2. Officially Sanctioned Mixed Martial Arts is defined as an activity which <br />has been sanctioned and/or licensed by the State of Minnesota Boxing Commission <br />5.20.03 Prohibited Conduct. It shall be unlawful in any public or private place to <br />organize, permit, be present at, or to participate in the practice of a non - sanctioned Mixed <br />Martial Arts event. Officially Sanctioned and/or licensed boxing, martial arts, wrestling <br />and team sports in which physical conduct is incidental to the primary purpose of the <br />game, such as hockey, basketball, volleyball, soccer, baseball and softball, are not <br />included among activities prohibited by this section. <br />
