Case #4: Request for Comprehensive Plan Amendment; Case of DPM Investments, <br />Inc. <br />Acted on under Case No. 2. <br />Case #5: Report from Personnel Committee <br />1) Consider Utilizing Paid -On -Call Firefighters for Fire Code Inspections <br />Moved up in the agenda to be acted on as Case No. 1A. <br />Case #6: Report from Public Works Committee <br />Citizen Input <br />Councilmember Elvig stated Jennifer Asmussen was present and raised concern about the <br />drainage and utility easements for Pondvale Estates that currently runs through their <br />development. She expressed concern that the drainage is not working properly and is funneling <br />drainage onto her property. <br />City Engineer Jankowski indicated staff will be reporting back to the Public Works Committee at <br />the next meeting regarding both of the issues Mrs. Asmussen brought up. Staff determined that . <br />the drainage was not working the way it was designed due to unusual snow conditions. The final <br />lift of bituminous was not in place on the road, and the large snowfall created ice so the catch <br />basin within the pavement was not functioning correctly, but it will next year. The parking <br />situation within the Pondvale subdivision is a result of some of the parking occurring during <br />school events, and this will be discussed at the April Public Works Committee meeting as well. <br />Councilmember Elvig commented this parking situation has been discussed in the past. It is <br />somewhat of a dangerous situation currently with people parking on both sides of the road. <br />Regardless of the new conditions in this development, this is something that should be looked at. <br />City Engineer Jankowski indicated staff will be recommending parking restrictions at the next <br />Committee meeting. Staffs observation is that there are parking issues there for a short period <br />of time in the afternoon, particularly during pick up periods where parents wait in the street, <br />rather than in the school parking -lot. Special event days seem to have the most issues. <br />Councilmember Elvig commented the problem extends all the way down to Lord of Life Church. <br />Councilmember Jeffrey asked if this information has been communicated to the residents, and if <br />they are comfortable with what has been done. <br />City Engineer Jankowski responded in the affirmative. <br />City Council / April 10, 2007 <br />Page 16 of 20 <br />—173— <br />
