REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF SUNFISH LAKE DEVELOPMENT, LLC <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />Mike Wayman of Sunfish Lake Development, . LLC has applied for a comprehensive plan <br />amendment to re -guide the Healthquest property (14100 Sunfish Lake Boulevard) from Places to <br />Work to Places to Shop. The City Council has discussed this item previously at worksession. <br />On September 11, 2007, the City Council tabled the request for the comprehensive plan <br />amendment and directed the applicant to revise the site plan and consider four - sided architecture <br />or re orientation of the building. <br />The following items are enclosed for your information: <br />Notification: <br />a) Site Location map <br />b) Site plan <br />c) Minutes from the Planning Commission meeting dated August 2, 2007 <br />d) Minutes from City Council meeting dated September 11, 2007 <br />e) Proposed resolution <br />CASE # <br />In accordance with City Code, Staff attempted to notify property owners within 700 feet of the <br />subject property for the public hearing. A land use sign was also erected on the property. <br />Observations: <br />The subject property is currently guided Places to Work as shown in the Comprehensive Plan. <br />This request is being processed in conjunction with a minor subdivision to split the existing lot, <br />as well as a rezoning and a site plan for the southern lot. Places to Work is designed to include <br />uses that are appropriate in the industrial zoning districts. The applicant is requesting a land use <br />designation change to Places to Shop in order to construct a multi- tenant retail facility on the <br />southern lot. The northern lot would be an outlot for future development. The property is <br />currently being utilized by Healthquest, a small athletic club facility. <br />The City Council has set an interim policy for analyzing Comprehensive Plan amendments while <br />the Comprehensive Plan is in the update process. The following elements are to be analyzed <br />when assessing the merit of a request: <br />The proposed land use considers traffic levels and patterns. <br />The primary issue regarding traffic will be the future installation of raised medians at Bunker <br />Lake Boulevard and Sunfish Lake Boulevard.
