N.W., ANDOVER, MINNESOTA 55304-4005 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />Affirmative Acton / Equal Opportunity Employer <br />September 12, 2007 <br />We have reviewed the Site Plan for Sunfish Lake Development, to be located an the northwest quadrant of CR 57 <br />(STsn Lake Boulevard) and CSAH 1 ,(Bunker Lake Boulevard) Withal the City of Ramsey;: and I offer the <br />follos mg comments: <br />Ari additional25ft x 25ft triangular section of right of way iii the northwest'q ,iadrant of the CR'5'7 /CSAH 116 <br />intersection will be required to be dedicated to Anoka County for future signal constraction purposes. - <br />Additionlly, an additional 5ft of right of Way along CR 57 will be required for future reconstruction purposes <br />(65ft total right of way width west of the centerline of CR 57). The existing right of way adjacent to CSAH 116 <br />should be adequate for reconstruction purposes (60fttotal right of way width north of the centerline of CSAH <br />116). Pending the final design of the CSAH 116 /CR 57 intersection; additional temporary and/or construction <br />easements may be required for the future reconstruction of this intersection. <br />It appears that there are deficiencies for the Case I Intersection Sight Distance Requirements at the existing <br />access onto CSAH 116, with the obstruction being trees. Additionally, please note that there are deficiencies for <br />the Case IIIB (Condition 2) and Case IIIC Sight Distance Requirements caused by the alignment/curvature of <br />CSAH 116, which are considered non - correctable. As proposed, the development Will utilize the existing access <br />point on CSAH 116 and the existing access point on CR 57, which is acceptable to this department. With the <br />upcoming reconstruction of this intersection (currently programmed for 2011), these sections of CR 57 and <br />. CSAH 116 will become 4 -lane divided highways with raised median channelization. Since access for this parcel <br />will become right in/right out (RURO) on both CR 57 and CSAH 116 with the 2011 reconstruction, the access <br />points for this site . are to be .constructed as RI/R.0 as a part of this development. The right of access along the <br />remaining portions of CSAH 116 and CR 57 should be dedicated to Anoka County. In the interim .period prior <br />to 2011, City has concerns regarding the right turn movements for this development from CR 57 and <br />CSAH 116, .would be supportive of the cansi:ru'ctiati of a: SB' CR 57 right turn lne'aind a WB` CSAH 116 <br />right :turn lane in conjunction with the development. The City/Developer shall ensure that all applicable sight <br />distance requirements are met to the fullest extent passible for this development. Please note that no plantings <br />or signs 'will be permitted within the "cainty right of way, and' care must be exercised eXercised when locating signs, <br />buildings, structures, plantings, berms, etc. outside of the county right of way, so as not to create any new sight <br />obstructions for this site. <br />
