Mayor Gamec noted that by December 1998, we have to have a review of the comprehensive plan <br />and resubmit it to the Metropolitan Council. We will be asking for input from all our <br />commissioners. We need that. We probably follow 99% of their recommendations. He added <br />that with regard to the comprehensive plan, we need to look at housing and commercial activity. A <br />lot of people feel we should be two cities. A lot of the commission's personal feelings have to <br />come out of this too. We also have to look at economics. <br /> <br />Planning Commission Chairperson Bawden inquired if we are looking for a new revision to the <br />comp plan. <br /> <br />Mayor Gamec responded that it has to be resubmitted. We will review what we have and make <br />changes. However, a lot of it will stay the same. <br /> <br />Planning Commission Chairperson Bawden expressed his concern that the comp plan should be <br />adjusted as we make changes. We should not have to keep going through and making major <br />changes. <br /> <br />Mr. Schroeder reported that staff has a draft and the commissions will be getting it in a couple of <br />weeks. <br /> <br />Planning Commission Chairperson Bawden commented on having to make changes. <br /> <br />Planning Commissioner Jensen asked "isn't the basis of the comprehensive plan futuristic"? <br /> <br />Planning Commission Chairperson Bawden responded that it should be kept up to date. <br /> <br />Councilmember Haas Steffen stated she is "wading" through the draft of the comprehensive plan. <br />She is getting concerned about how we are developing in Ramsey and the value of the homes we <br />are putting up. I do not want Ramsey to look like North Minneapolis in 20 years. We should look <br />at certain areas of the City. We need to dream and we need to get serious. We are sitting here with <br />an amendment on our Charter that will not allow us to get water and sewer to these plans. We <br />need to pay real attention to this comprehensive plan. <br /> <br />Planning Commissioner Deemer pointed out that the Planning Commission, City Council and City <br />staff are all guilty of using jargon. The common one is MUSA. We have to be careful with these <br />words to make sure people understand what we are saying. <br /> <br />Mayor Gamec stated that we have talked about trying to get into the areas next to City sewer and <br />water and explaining to people in these areas that they are not getting these utilities. People do not <br />understand this. City utilities is something they fear. We would like to get into neighborhoods <br />and meet with people. We would like to sit down in small groups and explain all these things in <br />general. <br /> <br />Planning Commissioner Jensen commented that in the short time she has been on the Planning <br />Commission, she is amazed at how fast things go through without much input. We accept what <br />the developers are saying. We do not question a lot. We do not ask for a lot of alternatives. We <br />should be asking more questions. There should be buffer zones.
