Planning Commissioner Jensen stated that developers will go into other cities and they know what <br />is expected of them. <br /> <br />Councilmember Haas Steffen commented that it is possible to keep rustic areas, etc. <br /> <br />Planning Commissioner Deemer stated that we will be working on that section of the ordinance and <br />we will change it if we have a consensus. <br /> <br />Councilmember Haas Steffen commented that you take time with the comprehensive plan. You <br />bring in ad hoc members. There are differing factions. <br /> <br />Planning Commissioner Deemer continued that the Planning Commission is going through Chapter <br />9 - the zoning ordinance. We can insert changes and bring them to the Council. <br /> <br />Mayor Gamec stated that we cannot tell the Commission that we will approve something before it's <br />brought to us for review. <br /> <br />Councilmember Haas Steffen talked about looking at things in a different way. That's not in the <br />way of criticism. We have not looked at doing some things that other cities have done such as <br />cluster development, etc. She added that she is not anti-development. We need a tax base but she <br />would like for the City to do it in a very responsible way. <br /> <br />Planning Commissioner Jensen suggested that we should address what we expect to see when we <br />drive down that road and how we want it to look. We should have more expectations - we have <br />been so quick in the past to make a decision. <br /> <br />Mayor Gamec commented that you establish zoning and then you have permitted uses. Once the <br />zoning is established and a permitted use is known, it's hard to say someone cannot be there. <br /> <br />Councilmember Haas Steffen reiterated that it's good to plan in advance. <br /> <br />Councilmember Beyer suggested that the City has been reactive instead of proactive. <br /> <br />Councilmember Haas Steffen noted there's been some very good things happening in the City. <br />Once an area is zoned commercial, it's difficult to keep someone out just because you do not like <br />their business. <br /> <br />Planning Commission Jensen felt that the buildings should blend in with the surroundings. Some <br />of our requirements should be to-evaluated. <br /> <br />Mr. Schroeder pointed out that we do not have an architectural review provision but for the <br />covenants. City Council could be the architectural review. <br /> <br />Planning Commissioner Thorud suggested maybe putting a limit on how many homes we will <br />build in a year. <br /> <br />Planning Commissioner Jensen thought maybe the City could establish a price range for homes. <br /> <br />Councilmember Haas Steffen felt that if you have done your good planning up front, you should <br />not have to limit houses built. <br /> <br />Mayor Gamec suggested you need to look at meeting up with the non-sewered area. You need <br />planning procedures.
