Mr. Fountain stated that he lives on a cul-de-sac and does not believe it eliminates traffic. He
requested a "Dead End" sign at 151st Avenue and Garnet, and cars still come into the cul-de-sac.

Commissioner Jensen asked if the street names were appropriately researched by staff.

City Engineer Jankowski stated that because the streets primarily run east/west, they would fall on
the number grid. However, 153rd Avenue and 153rd Lane have already been used so other names
will be designated.

Commissioner Deemer stated that the east double cul-de-sac should be named on the north/south
grid. He stated that Yttrium Court West and 153rd Curve West would be names that would fit.

Motion by Commissioner Deemer to name the streets as indicated above. There was no second, and
the motion failed.

Commissioner Thorud asked if the City is reducing the setback on lots by five feet in the purchase
agreement.

City Engineer Jankowski stated that whether or not the variance of five feet is granted will not break
the deal. The purpose of the variance is to save trees.

Motion by Commissioner Holland, seconded by Commissioner LaDue to recommend City Council
approval of the preliminary plat for Alpine Estates.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer,
Jensen, Thorud. Voting No: None. Absent: Commissioner Terry.

Case #5

Request for a Conditional Use Permit for an Accessory Building Larger than
Allowed by City Code; Case of Rhonda Morris

Motion by Commissioner Deemer, seconded by Commissioner Holland to amend the Findings of Fact
in the affirmative.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen,
LaDue, Thorud. Voting No: None. Absent: Commissioner Terry.

Commissioner Deemer asked if the elevations presented to the Planning Commission are what is being
built.

Mr. Craig Morris stated that the physical structure is the same, and a landscape renderings will be
submitted.

Commissioner Thorud asked if the access shown from Highway 5 is currently existing.

Planning Commission/March 4, 1997
