CITIZEN INPUT <br /> <br />Commissioner Deemer stated that, in his mind, there is not a difference of zoning between R-1 <br />Rural and R-1 Urban, it is all single family. Urban or rural is just a qualifier to indicate the <br />density that would be allowed. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen to continue the public <br />hearing to the next regular Planning Commission meeting on May 6, 1997, following a Council <br />decision as to whether or not it is necessary to formally rezone the property from R-1 Rural to R- <br />1 Urban. <br /> <br />Further discussion: Mr. Goodrich stated that the Planning Commission may want to hear from <br />the developer at this time before recessing the public hearing until May. <br /> <br />Dell Wissler, 6614 - 153rd Lane NW, Ramsey, stated that he was told that this land was sold to <br />K.C. Land Company but it was really only earnest money and he doesn't consider that sold. The <br />City sold the property illegally and that is a really skinny 22 acres to put a road through. <br /> <br />Mr. Goodrich stated that the property was sold legally, the purchase agreement is in conformance <br />with State Statutes and City Code. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, recalled that Mr. Goodrich had said <br />that the MUSA expansion was approved in 1995. He inquired of Mr. Goodrich if he was <br />referring to an action by the City or Metropolitan Council. <br /> <br />Mr. Goodrich replied that he was referring to an action by both the City and Metro Council. <br /> <br />Mr. Hendriksen inquired what the action was by the City. <br /> <br />Mr. Goodrich replied that it was a resolution adopted by the City in January, 1995. <br /> <br />Mr. Hendriksen inquired if Mr. Goodrich is still maintaining that the resolution in January, 1995, <br />is the official action he claims that was adopting the Comprehensive Plan. <br /> <br />Mr. Goodrich stated that he has explained this situation three times already to Mr. Hendriksen. <br />He added that the City Council will be taking action on April 8, 1997, and they have a law firm <br />reviewing these issues. <br /> <br />Mr. Hendriksen inquired if Mr. Goodrich is saying that Alpine Estates is in the Metropolitan <br />Urban Service Area. <br /> <br />Mr. Goodrich replied that currently it is the City's position that Alpine Estates is in the MUSA. <br /> <br />Mr. Hendriksen referred to the resolution of January 1995, and asked Mr. Goodrich again if it is <br />his position that this resolution was acceptance of the Comprehensive Plan. <br /> <br />Planning Commission/Public Hearing/K.C.
