Chairperson Bawden stated that there may be some people who may not be able to attend the
continuation of this public hearing next month and the Planning Commission should at least take
some input now.

CITIZEN INPUT

Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, says he has the same issues here as
with Alpine Estates. In addition, he has one additional thing to call to the attention of the
Planning Commission. When he was first investigating this, there are certain requirements to
maintaining those records in an orderly fashion. He went to the front window at City Hall and
requested a copy of the current Comprehensive Plan and was provided one which had a date of
March 11, 1994. Within that document is a map showing a MUSA line and that map does not
include the westerly 40 acres of Mr. Barthold's property which is now referred to as Apple
Ridge.

Teri Svare, 6015 - 158th Lane NW, Ramsey, stated that everybody who has stood up at hearings
this evening has brought up the fact that they moved to Ramsey for the rural atmosphere and now
the people are concerned with what Apple Ridge will do to their existing property values and
what it will do to their neighborhoods. The citizens are not comfortable with slamming homes
into this area. Like it or not, we are the ones who live here - it is nothing personal - but we live
here and we care and that is why we are here. I am sure we would all rather be home with our
families this evening. People who want development are not showing up and people who live in
the City and care about the City are the ones who are here.

Deborah Landwehr, 5821 - 159th Lane NW, Ramsey, stated she has called and surveyed three
schools with regard to Apple Ridge and talked to Anoka High School. Anoka High School
indicates that their population is the highest ever at 3,000 and they are at their capacity now,
using eight portables. Ms. Landwehr said that after talking numbers with staff at Anoka High
School, they told her they could not handle the additional student enrollment and that they would
have to change boundary lines or bring in more portables. She also talked to staff at Sandburg
and they currently have an enrollment of 983 students with an average class size of 30 to 33
students per class. Sandburg is currently using five portables and their capacity is 1,180, which
they are at. She indicated that some of the students have to miss some of the opportunities
provided because they are running short of supplies and they have said they need more parents to
represent them at City meetings with regard to the development happening in Ramsey. Ms.
Landwehr then referred to the newly expanded Ramsey Elementary School. She stated that the
projected population at that school next year is 1,125 without the Apple Ridge development. The
general classroom size would be 30 to 36 students. Ramsey Elementary has nine sections of
kindergarten and that is one more section than they planned for when they built the school. She
indicated that staff at Ramsey Elementary stated that they too would have to look at boundary
changes again to accommodate the growth in Ramsey. Ms. Landwehr stated that what this
means is that some of the Ramsey children cannot go there because of the boundary changes.

Chairperson Bawden informed Ms. Landwehr that her five minutes are up and schools are not an
issue related to the rezoning application.

Planning Commission/Public Hearing/Barthold/April 1, 1997
Page 2 of 3
