Ms. Landwehr asked if there has been an environmental assessment worksheet done for the <br />Apple Ridge project. <br /> <br />City Engineer Jankowski replied that there has not been an EAW. <br /> <br />Ms. Landwehr replied that she will be presenting a petition from citizens for an EAW on Apple <br />Ridge. She showed the Planning Commission a map she obtained that reflects what the area <br />contained as far as wetlands in the 1929 - 1930 era and she presented another map that reflected <br />what wetlands exist in the area currently. <br /> <br />Mr. Peterson stated that this is a rezoning issue and he wants to emphasize that the fee owners of <br />the property and Good Value Homes are not acknowledging that the property is not properly <br />zoned at this time. Their application clearly stated that they are doing this as a precaution and <br />because a question has been raised. However, Good Value's attorneys have reviewed this matter <br />carefully and they feel confident the parcel is properly zoned and the Comprehensive Plan was <br />properly adopted. Therefore, this application would not even be in front of the Planning <br />Commission tonight if it weren't for the questions that have been raised. <br /> <br />Mr. Peterson referred to Case #5 which is the request for preliminary plat approval of Apple <br />Ridge and he stated that he doesn't have a problem if the Commission tables the request for <br />rezoning but he is hoping that when they get to the request for preliminary plat approval, it will <br />not be tabled. He requests that the Planning Commission at least forward it to Council with a <br />contingency for resolution of the zoning and Comprehensive Plan issues. <br /> <br />Charles Johnson, 6010 159th Lane NW, Ramsey, stated that he thinks the Planning <br />Commission members have to give these issues serious consideration. People came to this <br />meeting because this is in their backyard and, unfortunately, people out there watching cable TV <br />do not deal with it until it is in their backyard. But it is coming to them and people moved here <br />for the quality of life and dense developments are ruining that. You are going to end up with <br />undesirable neighborhoods in the future and you better take this seriously - this is not a game. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to continue the public <br />hearing to the next regular Planning Commission meeting on May 6, 1997. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Jensen, <br />LaDue and Thorud. Voting No: None.
