one additional trips can be anticipated on 157th Lane; an additional 66 trips per day can be <br />expected on 160th Lane, Sodium Street north of 158th Lane, and on 158th Lane, west of Radium <br />Street. The report also notes that 24 trips per day from the Hall's Dover Acres subdivision will <br />be diverted through the Apple Ridge subdivision. The minimum lot size requirement is 10,800 <br />square feet - the average lot size proposed in Apple Ridge is 15,932 square feet. The average lot <br />size on those lots abutting the rural development to the west and north is 19,665 square feet. The <br />lot widths or depths on the six lots along the west plat boundary are the same as the adjacent <br />rural lots. The Park Commission has recommended that park dedication consist of a cash <br />payment which would be utilized to acquire property for a district park. <br /> <br />Rick Hasbrook, 6040 Radium Circle NW, Ramsey, stated that he heard mention of Good Value <br />Homes paying for a park somewhere else and inquired as to where the kids will play. He said he <br />does not want traffic going by his house. His wife runs a daycare center and they do not want the <br />additional traffic. Mr. Hasbrook stated that the City cannot give Good Value Homes approval <br />with what they don't know right now. This case should be tabled. <br /> <br />Teri Svare, 6015 - 158th Lane NW, Ramsey, stated that she does not believe that the proposed <br />preliminary plat is based on the sketch plan that Council most recently was provided. She stated <br />that John Peterson was asked to make the neighborhood less dense on the west, and he did that, <br />but she questioned whether they were 10 feet deep, or what? Traffic impact is an issue she <br />stated. She noted that he has not made the lots larger that border on her property. She was also <br />of the understanding that the T.H. #47 access was supposed to be permanent. She disagreed with <br />the traffic analysis report in that she didn't feel any of the Hall's Dover Acres residents would <br />travel through Apple Ridge to get out to T.H. #47 because of the traffic congestion in that area. <br />She was also of the understanding that there was supposed to be a breakaway entrance from <br />Hall's Dover Acres into Apple Ridge. Green space is a huge issue. There is no place for kids to <br />play. There are some things we feel should be changed and we don't feel this design is <br />acceptable yet. She pointed out that Mr. John Peterson of Good Value Homes spoke out earlier <br />this evening on the grading and mining permit public hearing for Thomas Kurak. She wanted <br />Mr. Peterson to know that just as he had concerns for the effect of that project on property owned <br />by Good Value Homes, the residents of Hall's Dover Acres have the same feelings and concerns <br />about the effect of Apple Ridge on their neighborhood. She stated that this proposed <br />development is a problem for them and the people are saying the same thing that he said to Mr. <br />Kurak during that grading and mining permit public hearing. Ms. Svare said she is a school <br />teacher and she currently has 32 children in her classroom and she wants to know where all the <br />children from Apple Ridge are going to go to school as classrooms are to capacity now. <br /> <br />Commissioner Deemer stated that to say access to T.H. #47 is temporary might be a matter of <br />semantics. The Highway Department may decide for a service road for that whole stretch along <br />T.H. #47 so direct access to the pavement of what is now laid out as T.H. #47 is always <br />temporary. <br /> <br />Robert Miller, 15916 St. Francis Boulevard NW., Ramsey, noted that the stub road on the north <br />plat boundary of the proposed Apple Ridge, which is designed to be a future through street to the <br />north, will only go through if the City condemns his property and he doesn't feel that will <br />happen.
