Chairperson Bawden noted that developers are required to make provisions for streets to <br />continue through to adjacent parcels. <br /> <br />Mr. Miller stated he agrees with Deborah Landwehr in that if the City is going to allow all these <br />new homes, the City should be putting pressure on the school board to build new schools and if <br />we neglect that, it is stupid. The children are our future. As far as building the homes, I have no <br />qualms if the City does things proper and respects the citizens. If it was my land, I'd feel I would <br />have the right to build homes but things should be done right and the children are the future and I <br />think the City can put pressure on the school district. <br /> <br />Peggy Purvis, 6025 - 157th Lane NW, Ramsey, stated that she was also under the impression that <br />there would be a breakaway fence between Hall's Dover Acres and Apple Ridge. She said that <br />the traffic analysis report can say only 181 of the car trips will be through Hall's Dover Acres but <br />everybody knows that's not true. Because of the traffic congestion on T.H. #47, all of the <br />residents in Apple Ridge will head east to C.R. #5 through the Hall's Dover Acres neighborhood. <br />Ms. Purvis stated that she does not like the proposed preliminary plat. <br /> <br />Deborah Landwehr, 5821 - 159th Lane NW, Ramsey, referred to the tree preservation plan <br />proposed by Good Value Homes and noted that there is an area of Apple Ridge that abuts her <br />property and in this area it looks like Good Value plans to clear cut the trees. She would like to <br />know how Good Value is going to clear cut in a way to make sure that her healthy oaks do not <br />become infected with oak wilt. Ms. Landwehr stated she wants to know if Good Value plans to <br />use proper methods to prevent the spread of oak wilt disease. She said if Good Value doesn't do <br />the clear cutting properly and the disease spreads through the roots, and her oaks are affected, <br />that she would hold Good Value liable. She stated that there is also a pond in the area that shows <br />up on the grading plan and she is not sure how to read this plan and she would like to know how <br />that will affect her property. She said she was informed by Zoning Administrator Sylvia Frolik <br />that the plan to save more trees was to create deeper lots and keep the homes closer to the street <br />where trees must be removed anyway for street and utility construction. However, the tree <br />preservation plan proposed has house pads set back further on the lot than the required setback <br />which will require additional destruction of trees. Ms. Landwehr noted that she plans to submit a <br />petition to the City of Ramsey requesting that an environmental assessment worksheet be <br />prepared for the impact of Apple Ridge on the surrounding area. <br /> <br />Wayne Johnson, Highway #10, Anoka, stated he is here representing the fee title owner, Jacob <br />Barthold, and listening to everybody and respects their concerns. Mr. Johnson stated that <br />someone said there is a re-occurring theme here and it jogged his memory. There is a <br />reoccurring phenomena going on in the country and that is that there is growth taking place and <br />this has been happening for more than a couple of hundred years. When you have growth, you <br />have change and humans are against change and when it is next door, it is an emotional issue. <br />He stated that he resides in the country in Sherbume County and he knows development and <br />growth are coming. When it comes next to his property, he will feel similarly as the residents of <br />Hall's Dover Acres do today but he knows that he cannot stop growth. People have fights of <br />movement and there are private property rights and a constitution.
