has been very sensitive to concerns of citizens and have revised the plan five or six times to <br />accommodate the citizens. Mr. Johnson stated that he does think it is a good development and <br />Mr. Peterson is a credible developer and you have to look at his other projects to see that. Mr. <br />Johnson stated that he is hoping this Commission will look at this in a positive way and take <br />constructive action tonight. Ramsey is in the jurisdiction of the Metropolitan Council and if we <br />were to try zone all of Barthold's property for one to two and one-half acre lots, Metropolitan <br />Council would not be happy. They don't want leapfrogging. <br /> <br />Charles Johnson, 6010 - 159th Lane NW, Ramsey, stated that he is on a comer lot and he feels he <br />got "rooked" on this deal. The preliminary plat shows one and one-half lots against his lot line <br />and he was looking for a compromise. Mr. Johnson stated that he knew that development was <br />coming too, but he assumed it would be with compromise. He stated that there is a standard of <br />life in Ramsey and people came here for the quality of life and the people had a vision and, yes, <br />change comes, but change can satisfy everybody's needs. We don't have to get rich quick; <br />respect the people around you with the sale of your property. As far as lot sizes are concerned, <br />the Metro Council is dealing with Minnetonka and other communities and they have one or two <br />acre minimum lot sizes and they say they will not be able to get rid of the lots but they will be <br />able to maintain a quality of life. It is also possible to have one-acre lots in Apple Ridge without <br />water and sewer and I know that is not the best for the City because of their investment in the <br />services. The people have asked that at least one-acre matching lot size be on the perimeter of <br />the plat and Mr. Peterson has accommodated the people that are the biggest threat to him and <br />took advantage of people who were not a big threat. The plan for a district park is not adequate <br />for this subdivision. The kids cannot travel along T.H.//47 to get to a park. The safety of the <br />neighborhood should be taken into consideration without destroying the safety of the existing <br />neighborhood. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, inquired if the Planning Commission <br />is going to table action on Cases #3 and #4 (Case #3 is the request to rezone the proposed plat of <br />Alpine Estates and Case #4 is the request to rezone the proposed plat of Apple Ridge.) <br /> <br />Chairperson Bawden replied that this is the intent in view of the public hearings being continued <br />until the next regular meeting in May. <br /> <br />Mr. Hendriksen stated that he went to the City Hall front counter and asked for a copy of the <br />traffic analysis report but the staff at the window could not provide him with one. He asked to <br />review some of the findings in that report. <br /> <br />Mr. Jankowski then repeated the statistics as far as trip generations from that report to Mr. <br />Hendriksen. <br /> <br />Mr. Hendriksen noted that the report gives no consideration to the aspect that roughly 1,100 cars <br />will be attempting to access T.H. #47 and their ability to get on it and after trying it once, they <br />will select a different route. <br /> <br />Planning Commission/Public Hearing/Apple Ridge/April 1, 1997 <br /> Page 4 of 9 <br /> <br /> <br />
