Mr. Jankowski replied that the Highway #47 Corridor Study and the segment of T.H. #47 <br />between 153rd and 167th was listed as a Level "C" and traffic corridors are rated from "A" to <br />"F" with "A" being the best and "F" being very congested. <br /> <br />Mr. Hendriksen stated that he believes 1,100 cars trying to gain access to T.H. #47 is probably <br />not very realistic. He said that Mr. Jankowski should not take it personal but figures don't lie <br />and liars figure. That is the best justification that can be made for those trying to see this <br />development happen. The people here this evening and the City Council are aware of how <br />difficult it will be to get out onto T.H. #47. Mr. Hendriksen stated that the looping of the two <br />existing streets in Hall's Dover Acres (157th and 158th) would preserve the integrity of that <br />neighborhood and would keep the traffic from Apple Ridge from going through that <br />neighborhood. If there is a safety concern, a previous individual suggested a surmountable <br />barrier for emergency vehicles only between Hall's Dover Acres and Apple Ridge. The City has <br />had a history of other neighborhoods for which it has felt the brunt of their dissatisfaction for <br />many years after poor planning decisions. There was a comment made earlier that Metro <br />Council would not be happy and Mr. Hendriksen stated that "frankly, that really keeps him <br />awake at night". Ramsey should be happy. Mr. Hendriksen stated that Mr. Barthold does not <br />have the right to build factories on his property and we are talking about what does he have a <br />right to build on that property. There is a reason why the City has not been able to obtain a four- <br />fifths vote to pass a Comprehensive Plan amendment because they cannot find consensus that <br />would allow this to go forward. This Commission is proceeding as though zoning has been <br />changed and the Comprehensive Plan has been approved and you as the Planning Commission <br />should know that was never approved. <br /> <br />Jose Alogado, 15641 Potassium Street NW, Ramsey, stated that it looks like we need a park in <br />this area. He owns the property south of the plat which is full of wetlands and he does have a <br />pond on his property too. He stated that he does not like the proposed preliminary plat because <br />of safety concerns for children. He wants a plan that will ensure the safety of children in the <br />area. He doesn't want to be liable to any parents for children living in this area. He suggested <br />putting a fence up that will stop kids from going onto his land because he does have a 15-foot <br />deep pond. <br /> <br />Rick Christian, 7330 - 155th Avenue NW, Ramsey, stated that he does not live in the immediate <br />area but he is present because he is concerned about his fellow residents. He stated that some <br />people claim to be developers but all they are is a fast car salesman. Mr. Barthold has a right to <br />develop his land but we have a right to say how many homes he can have. Does Mr. Barthold <br />feel he is leaving his property better by leaving hundreds of homes there? The people have rights <br />too and we should have a say in how the property is developed. Mr. Christian pointed out that <br />one acre is 43,560 square feet and this preliminary plat is talking about some of the lots only <br />being 10,890 square feet in size. At that rate, you could get four houses to one acre of land. Mr. <br />Christian suggested that we contact our police and fire department to see how they like some of <br />this density in neighborhoods that is being proposed. Mr. Christian cited the quad lots in <br />Flintwood Hills as an example and noted that one large vehicle could prevent emergency access <br />to the other homes on the quad by blocking the single driveway. <br /> <br />Planning Commission/Public Hearing/Apple Ridge/April 1, 1997 <br /> Page 5 of 9 <br /> <br /> <br />
