residents as well other surrounding residents; there is no interest in selling six acres at this time. <br />Utility-wise, there are plans for a group system which would address water needs, and sanitary sewer <br />would be on the west side ofT.H. ~47 in the fight of way. <br /> <br />Commissioner Jensen expressed concern about too many accesses onto T.H. #47. Mr. Jankowski <br />responded a good job has been done in addressing through traffic issues. He indicated a corridor <br />study plan was accepted last summer (1996) which is now part of the comprehensive plan and <br />includes future accesses (156th-167th). Mr. Jankowski emphasized that Apple Ridge's proposed <br />accesses are not part of the approved comprehensive plan. Chairperson Bawden confirmed that <br />ultimately access would be onto T.H. ~47. Commissioner Jensen inquired about installation of traffic <br />lights on 156~. Mr. Jankowski responded MN DOT has implementation of turn lanes slated for 1999 <br />for those accesses north of 153~. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council grant preliminary plat approval to Apple Ridge contingent upon correct zoning. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, and <br />Jensen. Voting No: None. Absent: LaDue, Terry and Thorud. <br /> <br />Case #6: <br /> <br />Request to Rezone Certain Property from B-1 and B-2 Business to R-1 Urban <br />Residential; Case of Good Value Homes <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry approving Findings of Fact, <br />numbers one through eleven, as presented. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, and <br />Jensen. Voting No: None. Absent: Commissioners LaDue and Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Jensen regarding Findings of Fact, <br />number twelve, that the proposed zoning amendment will not substantially adversely impair the use <br />or market value of any surrounding property. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Jensen, Holland, and <br />Terry. Voting No: None. Absent: Commissioners LaDue and Thorud. <br /> <br />Commissioner Deemer emphasized the wording adversely impair as stated in Findings of Fact, <br />number twelve. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry regarding Findings of Fact, <br />number thirteen, that the proposed zoning amendment will not change the essential character of the <br />area. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, and Jensen. <br />Voting No: Commissioner Holland.
