Commissioner Deemer emphasized determination of Findings of Fact, number thirteen, was based on <br />character of the area. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry accepting the Findings of <br />Fact, as amended. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, and <br />Jensen. Voting No: None. Absent: Commissioners LaDue and Thorud. <br /> <br />Commissioner Deemer referred to the moratorium under consideration and inquired about its <br />implications on current rezoning of said property. The City Attorney and Ms. Frolik responded all <br />would be affected except for Apple Ridge and Alpine Estates which would be considered exempt. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the request from Good Value Homes to rezone the proposed plat of Sunflower <br />Ridge to R-1 Urban Residential. <br /> <br />Motion Carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, and Jensen. <br />Voting No: Commissioner Holland. Absent: Commissioners LaDue and Thorud. <br /> <br />The City Attorney confirmed approval of said rezoning should not be contingent upon Council <br />resolving issues related to a moratorium and its relation to the City's Comprehensive Plan. <br /> <br />Case #7: <br /> <br />Request for Sketch Plan Approval of Sunflower Ridge; Case of Good Value <br />Homes <br /> <br />Ms. Frolik stated that Mr. John Peterson of Good Value Homes is requesting sketch plan approval <br />of Sunflower Ridge located north of 15Ya Avenue N.W., on the west side of T.H. #47. The plat <br />consists of approximately 20 acres. The original design included 50 single family residential lots, but <br />a revised sketch now proposes 44 lots. The plat is proposed to have one access from 15Ya Avenue <br />N.W. City Staff recommends providing for future extension of streets to the north and east. <br /> <br />Commissioner Deemer referred to the existing neighborhood adjacent to the proposed plat, and <br />inquired about access to the east as the area to the north is developed. Mr. Jankowski referred to an <br />access point along a narrow ridge in the wetlands. He added the owner to the north will not be <br />developing the land in the near future. Commission Holland responded the Commission needs to <br />consider possible development of the land in the years to come, as well as near future. <br /> <br />In response to Commissioner Jensen, Mr. Peterson indicated homes in Sunflower Ridge would be <br />modest in price similar to those in Regency Pond ($102,000-$125,000). <br /> <br />Commissioner lensen noted wetlands on the property. Mr. Peterson responded there will be testing <br />done and associated development criteria determined by people specializing in this type of evaluation. <br /> <br />Commissioner Deemer confirmed the area west of the proposed plat is rural residential. <br /> <br />Planning Commission/April 7, 1997 <br /> Page 6 of 8 <br /> <br /> <br />
