COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit to Establish Outdoor Recreational <br />Activities; Case of Holm's Super Bowl <br /> <br />Zoning Administrator Frolik advised that the applicant submitted a site plan proposing to <br />encompass the entire volleyball court area in chain link fence. The fence would be established <br />approximately one foot in from the common property line with the adjacent parcel to the <br />southwest. The actual courts would maintain a 40-foot separation from said adjacent parcel. The <br />applicant also proposes to plant trees along Ebony Street. City Code doesn't require screening <br />but does require a 20~foot-wide landscaped area along public streets, and this is not noted on the <br />plan. The site plan also indicates trees will be established between courts one and three and two <br />and four. City Staff recommends that, although there is substantial tree cover between the <br />subject property and the adjacent southwest parcel, additional coniferous trees be established <br />along this common property line and the southwest comer of the property to intensify the effect <br />of the screening from the residential neighborhood to the south. <br /> <br />Commissioner Jensen inquired whether there was a berm. <br /> <br />Wayne Bidwell, representing Holm's Super Bowl, replied there was no berm. <br /> <br />Commissioner Jensen inquired whether there would be trees within the 30-foot distance between <br />the courts. <br /> <br />Mr. Bidwell responded that there are trees and tables for seating spectators. He mentioned that <br />the 30-foot strip may be reduced to 20 feet if they are required to increase the buffer along the <br />west side. He explained that the distance from the fence to the ball net is 15 feet and there is an <br />additional 15 feet to the court. <br /> <br />Ms. Frolik felt that the 15 feet would be sufficient since she would prefer the spectator space <br />remain between the courts rather than along the road. <br /> <br />The Planning Commission was in consensus with Staff's observations in this regard. <br /> <br />Commissioner Jensen inquired about parking. <br /> <br />Mr. Bidwell explained that it is their intent to re-establish the east side back into it's original <br />parking lot dimensions. <br /> <br />Commissioner Jensen inquired whether there would be lighting. <br /> <br />Mr. Bidwell responded that they are researching the lighting issue with their electrician, and it <br />has not yet been determined as to the type and/or need. <br /> <br />Planning Commission/April 21, 1997 <br /> Page 2 of 4 <br /> <br /> <br />
